Haki always comes from the body: the weapon is a tool to control and channel the energy, otherwise he wouldn't use any and also wouldn't swing with the axes for the attack. Shanks and Joyboy's Haki haven't clear cut like scopper did on that tree. That's the effect of the weapon.
The most obvious thing here is that scopper uses an AXE while fighting on a TREE. You can't make it more obvious!
