Alex Wesker should have been the antagonist of RE9. She is one of the last living legacies of Spencer and she'd have had a ton of relevance with Grace Ashcroft's role in the story. Not only that, she achieved consciousness transfer where Spencer failed but RE9 ignores this.

Resident Evil 9 is so far and away the worst story the mainline series has ever had that it makes me need to go back and apologize to RE6. At least it had an actual story, drama between characters and you fought a T-Rex at the end.
