What ARS 16-662 requires: When the official canvass shows a recount is triggered (automatic if the margin is ≤0.5% under ARS 16-661), the Secretary of State (for statewide races) or the Board of Supervisors (for county races) must certify the facts requiring the recount to the superior court. The court then orders and oversees the recount. This is the only legal process in Arizona for recounting previously tabulated ballots. There is no provision for election officials to unilaterally “back out” results and re-tabulate ballots on their own. Officials cannot do this unilaterally.
The 2026 election will be held the same way as the 2020-2024 elections unless @realDonaldTrump and DOJ step in to prevent it.
