The Retaliation Ceiling Russia has been hitting Ukrainian civilian infrastructure since day one — a capable aggressor able to threaten almost any fixed target and keep trying until it gets through. That doesn't mean it can win. Five years in, that's not opinion, it's a track record: Russia had the strike advantage the whole time and never turned it into anything decisive. No single target ends this war. Which raises the old question: how much resistance is a victim allowed before people get blamed for provoking the aggressor? I used to weigh Ukrainian strikes partly by how they'd look abroad — don't hit this, don't strike too deep. Time proved that pointless: Ukrainian restraint never bought Ukraine any meaningful restraint in return. Russia was already hitting Ukrainian infrastructure when Ukraine barely had a way to answer — it never needed an excuse. The logic is convenient for whoever's attacking: the more brutal Russia is willing to be, the more restraint gets demanded of the side getting hit. The real question was never whether Russia would respond — of course it would. It's who can impose more cost, absorb more pain, and adapt faster. That balance started shifting in 2026, when Ukraine got real long-range capability of its own — mostly drones. Under Starlink coverage inside Ukraine some are genuinely excellent; cross into Russia, where Starlink doesn't reach, and you lose the real-time control that makes them dangerous. So deep strikes lean on autonomy, volume and persistence instead — enough drones, often enough, against an economy too big to defend everywhere. Refineries, warehouses, airfields, ammunition storage — Ukraine doesn't need all of it, just enough, often enough, to keep Russia guessing what to protect. Ukraine's own industrial base is smaller and much of it is already gone, so the asymmetry runs the other way: Russia has far more exposed capacity than Ukraine has equivalent targets left to hit back with. It's already showing — Russian gasoline output fell to about 70% of domestic demand by late August after a wave of refinery strikes. Which makes "Russia will respond" a weak argument now. Russia started this war and can stop it whenever it wants — it keeps choosing not to, despite having shown no clear way to win decisively on the battlefield. Ukraine can accept that and give Russia a sanctuary, or keep raising the price of the war continuing. Civilian life gets harder either way — infrastructure hit, power less reliable, repairs no longer temporary. People adapt. They don't stop. Those consequences are Russia's doing, not Ukraine's fault for resisting them. An aggressor's willingness to punish resistance doesn't create an obligation to stop resisting, or brutality itself becomes a kind of immunity. That's the actual retaliation ceiling — not how much Russia can physically hit, but the point where fear of what happens next turns into an excuse to let the aggressor do whatever it wants. Everyone ends up facing some version of that choice at least once in their life: obey and lose, or resist and accept what it costs. Ukraine chose to resist.
