Yes the game story was rewritten. No it wasnt in Natlan. It happened back in 2020 when the game became popular and broke records.
The original game was planned with 5 Year plan but they extended it to 10 Year plan after the success it got. Every nation after Liyue was rewritten.

It should be an interesting concept if for the first half of 7.X we are helping The Tsaritsa.
Just for every update, for us to realize more and more that she's not fit for the role so we go against her and finally we are the one to take the throne of the Heavens instead of her.
The Tsaritsa is a hypocrite, and this is intentional
This is a book from from the Luna patches. What she did here was pretty cold, but what is more interesting is that this is basically mirroring what the HP did. Forcefully taking territory, threatening annihilation if they don't stop rebelling, and stripping authority. So if you are wondering why some of her other dialogue seems hypocritical, you would be correct. The traveler is currently not in a position to directly call this out to her face, but it seems the Tsaritsa's big flaw is that she is just becoming another HP and doesn't realize it
