Ai abuzon me pushtetin shtetëror. Kush i mbrojti qytetarët prej tyre? #Albania #RENEA #HumanRights

Bludgeoning the way to Europe? Rama must resign. A party that claims to lead Albania towards the European Union must be judged against the principles of liberty, human dignity and the rule of law. Masked men wielding clubs outside its headquarters embody the opposite: intimidation and an overt readiness to use violence. The published images of injured young people are harrowing. Allegations of violence against demonstrators and of organised groups of thugs operating around the Socialist Party demand independent investigation — and political consequences at the highest level. Earlier media reports describe Rigers Sheqeri as the organiser of a group equipped with sticks to protect the Socialist Party’s headquarters. It must be established who assembled, equipped and directed these men, and whether public employees were deployed for party purposes. (lapsi.mediadesk.ai) We call for Edi Rama’s immediate resignation. Political responsibility cannot be shifted onto subordinates. Anyone who leads a government must answer for the way their apparatus of power treats the public. Replacing individual officials while leaving the structures of responsibility untouched is insufficient. Political accountability exists irrespective of when individual criminal guilt is established in court. All alleged abuses must be independently investigated. Evidence must be preserved, victims and witnesses protected, and those who may have commissioned the violence, together with the relevant chains of command, identified and investigated. No party position or government office should shield anyone from prosecution. Rama’s resignation must pave the way for a transitional government bound by the rule of law and for free and fair early elections under international observation. The European institutions, too, must demand accountability. Progress towards EU membership must not afford a government political protection from scrutiny over serious allegations of violence. Europe’s credibility depends on whether it applies its standards to its political partners as well. Albania’s citizens owe no political party their submission. Their government owes them protection, freedom and accountability. Albania belongs to its citizens. Rama must go.

Me hunj drejt Europës?

Berlin Dear fellow party member von der Leyen, are you asleep? Where is the EU? Following the acts of terrorism against the Albanian people, committed by the security forces of the autocrat Rama – whose equipment for suppressing the population was funded by the EU – your support for this autocrat was your greatest political mistake. Do you really intend to shake hands with the autocrat Rama and have dinner with him in Montenegro on 22 October? It is high time that you, too, called on Rama to resign. facebook.com/share/v/1J1LoL8…

Rubber bullets against the young: Rama’s apparatus of power is gambling with human lives — resign now! Berlin – Tirana Young people demonstrate peacefully for their rights. Then come deeply disturbing allegations: rubber bullets used against protesters, people injured, and police officers reportedly deployed without adequate training in these weapons. What is at stake is the risk of losing one’s sight, one’s health or one’s life. The state owes its citizens protection. A leadership that orders or knowingly shields unjustified armed attacks against its own population betrays that duty. Those responsible for such unlawful violence engage in criminal conduct. Children, women and men are the sovereign people. They are not targets for an apparatus of political power. The footage and photographs supplied have been presented as documenting the consequences of the police operation. The precise cause of the injuries must be established independently. Yet the reports concerning rubber bullets and inadequate training already demand an unequivocal political response. Rubber bullets can kill. They can destroy eyes, cause severe head injuries and damage vital organs. Those responsible for authorising their use must understand these foreseeable dangers. “Less lethal” offers no absolution for reckless conduct. The UN guidance expressly identifies these risks in paragraph 7.5.3. (ohchr.org) Human rights do not cease to apply when a government fears dissent. Article 2 of the European Convention on Human Rights protects life. Article 3 prohibits torture and inhuman or degrading treatment. Article 11 protects peaceful assembly. The state must respect and safeguard these rights, especially during protests against its leadership. (echr.coe.int) Articles 6, 7 and 21 of the International Covenant on Civil and Political Rights likewise protect life, prohibit cruel, inhuman or degrading treatment, and guarantee the right of peaceful assembly. These are binding obligations under international law. (2covenants.ohchr.org) Paragraph 7.5.2 of the UN Human Rights Guidance on Less-Lethal Weapons in Law Enforcement generally limits the use of such projectiles to violent individuals presenting an imminent threat of injury. Shooting peaceful protesters merely because they are taking part in a demonstration cannot be justified under that standard. (ohchr.org) Unjustified, life-threatening violence against peaceful protesters is an assault on their fundamental rights. The events described give rise to grave suspicions of state violence in breach of international law. Our political indictment is directed at Rama’s apparatus of power. Responsibility must not end with the officers on the streets. Those who authorise weapons, oversee training, issue orders or knowingly permit unlawful operations must be central to independent investigations. We demand the immediate resignation of Rama, the responsible Minister of the Interior and Balla from their political offices. We demand an immediate end to unlawful violence, the preservation of all operational orders, training records and firing logs, and independent examinations of the injuries. Those affected, witnesses and journalists must be protected against intimidation. Criminal offences established by the evidence must be prosecuted, including at the highest levels of command. The European Union, too, must demand consequences. Those who invoke the rule of law must not allow diplomatic considerations to shield those responsible from independent investigation. The time has come for a peaceful democratic revolution: determined non-violent protest, broad civic mobilisation, and free and fair elections under effective international observation. Albania’s young people must not have to risk their health or their lives to sustain a government’s hold on power. Rama must go. Now.

The Rama dictatorship: When the state lays hands on children, the red line has been crossed. Berlin – Tirana A child in the grip of the security apparatus. Judging by the footage, approximately eleven to thirteen years old. A harrowing example illustrating allegations of numerous comparable cases. Children are not enemies of the state. They are not at the disposal of a government determined to preserve its power. Anyone who detains a child without lawful grounds and removes that child from their family is not protecting public order. They are abusing state power. Such conduct resembles an abduction. No uniform, no order and no political office can justify it. The political indictment is directed at Rama’s apparatus of power. Responsibility cannot end with the police officers deployed on the ground. It reaches the top: Edi Rama, Interior Minister Ervin Demo and the political figures responsible, including Taulant Balla, the Socialist Party’s parliamentary group leader. Those in charge must not hide behind the uniforms of the forces they command. Anyone who orders, enables or knowingly covers up abuse must be held personally accountable. So must anyone who commits ill-treatment. Rama cannot claim authority over the security apparatus while denying all responsibility for its conduct. The Albanian people and international civil society must no longer tolerate such abuses. Europe’s governments must take an unequivocal stand. Human rights lose their meaning when diplomatic considerations prevent their defence. The demands are clear: immediate protection for the child concerned. Access to their family, legal assistance and any necessary medical care. Immediate release of everyone unlawfully detained. Preservation of all evidence. An independent investigation into the entire chain of command, and prosecution of those responsible wherever the evidence substantiates suspected criminal offences. To the security forces: Protect the population. Refuse unlawful orders. Do not allow your uniform to become an instrument of political intimidation. Albania belongs to its citizens. The police are not the government’s personal guard. Sovereignty rests with the people. Rama must resign immediately and answer for his conduct. Albania needs a peaceful democratic transfer of power and free, internationally verifiable elections. A government that intimidates children forfeits every moral claim to leadership. Enough violence. Enough arbitrary power. Enough fear. Children are not hostages to power. Rama must go. xitter.cf/cynod1a/status/2111131…

Ai abuzon me forcën e shtetit.

Sovraniteti i përket popullit shqiptar. Mjaft shtypje. Qytetarët nuk janë nënshtetas. E ardhmja e Shqipërisë u përket atyre. Postimet përkatëse: facebook.com/share/v/1DNaRV… facebook.com/share/r/17ga8d…

Berlin – Tirana Enough is enough. Brutal violence and repression must end. Rama must go. To subject defenceless people lying on the ground — children, lawyers, reporters and opposition figures — to kicks and baton blows is brutal abuse. No uniform, no order and no political office can justify such acts. Those who beat and humiliate defenceless people in Albania today abuse state power and act criminally. Over the past few days, Rama, Balla and their criminal associates have crossed the red line. In Albania, security forces have become perpetrators, and citizens the victims of state repression. Personal responsibility rests with the Rama administration. At its head: a man without moral principle. The allegations against Rama’s security apparatus form part of a wider pattern. Since 2013, international election observers have documented an absence of a level playing field, widespread misuse of state resources and institutional power, alongside reports of pressure on voters and instances of intimidation. The elections were rigged. These findings destroy the government’s democratic credibility. A government that seeks to force its citizens into submission through brutal violence, repression and deliberate intimidation betrays its public duty. Albania is not Rama’s private property. The police are not his government’s personal guard. Sovereignty belongs to the Albanian people. An unequivocal demand is addressed to Albania’s security forces: End the violence against peaceful people. Put down batons and weapons wherever they are directed against the defenceless. Stop beating, intimidating and terrorising children and women. Protect the population. Do not obey unlawful orders. Arrest Rama and Balla, together with their remaining henchmen. Albanians need not endure immediate unlawful attacks without defending themselves. They may defend themselves and others robustly against such attacks. Self-defence serves to repel violence; it does not justify retaliation. “An eye for an eye, a tooth for a tooth” — Exodus 21:23–25. This biblical passage stands here as an admonition against impunity: the suffering of the victims must not be without consequences. The perpetrators, and those who order, enable or knowingly cover up abuse, must face the Albanian population’s exercise of self-defence, as well as an independent investigation and prosecution in accordance with the rule of law. Rama bears responsibility for his security apparatus. He cannot claim its power while disclaiming responsibility for its conduct. Europe’s governments must also act: They must demand protection for those affected, support independent investigations and insist on political accountability. Human dignity must not be sacrificed to diplomatic expediency. Rama must resign immediately. Albania needs a peaceful democratic transition and free elections under credible, internationally verifiable conditions. Enough violence. Enough repression. Citizens are not subjects. Albania’s future belongs to them. Linked posts: facebook.com/share/v/1DNaRV… facebook.com/share/r/17ga8d…
