None of that means demand-side policy is useless — restricting tourist flats did cool specific Barcelona and Lisbon neighbourhoods, and with new supply 5–7 years out, it's the only lever a government can pull today. The mistake isn't using it. It's mistaking it for a cure.

Because the uncomfortable part cuts both ways: the left's rent controls and the right's deregulation both dodge the same fact — neither builds a single extra home, and the shortage is, at root, a shortage of homes. Demand-side measures buy time. Only supply ends the crisis.
