While the C-CPI-U is a more accurate cost-of-living index, the poor may have less ability to substitute. We showed in bls.gov/opub/mlr/1996/09/art… that the poor have less substation bias, hence, a C-CPI-U for the poor may not be less than the overall CPI-U.

Which is to say, the chained CPI is simply unambiguously a more accurate measure of inflation. By pegging the poverty line to the CPI-U, we raise the bar higher and higher every year for avoiding poverty.
