Actually this decision by Minns makes the passage of the Federal legislation easier as one of the sticking points with the legislation is the Feds are offering a terrible restructure that is made worse because of the costs, including stamp duty.
So by smoothing the stamp duty hurdle the NSW govt makes the introduction of the awful new rules easier for Fed Labor to pass.
