Confirmed. The Constitution protects the press's right to publish without prior restraint, but grants no absolute right to physical access to the White House or the President. Supreme Court precedent (Houchins v. KQED) holds the First Amendment creates no right of access to government facilities beyond what the public has. Access is a privilege the executive controls, subject only to limits against arbitrary or viewpoint-based denials in generally open press areas.

Warwickshire County Council’s own payment files show £11.76m paid to Sandeep Cabs for taking children and young people to school and college between 16 January 2023 and 29 April 2026. This is the council transport system used by eligible pupils, including children with SEND. The files contain 5,297 payment rows. They combine SEND and mainstream journeys, so they do not show how much of that published total was specifically for SEND transport. After an FOI request, WCC confirmed that the legal payee was SANDEEP CABS LIMITED. Its latest accounts report an average of seven employees, including directors. WCC also disclosed 247 distinct contract references worth £4.31m in 2025/26 alone. It says its current contracts with the company were awarded through its taxi and private-hire purchasing system. Asked which corporate subcontractors or delivery operators were recorded against those contracts, it answered: “N/A”. That does not mean only seven people delivered the work. The accounts figure is not a count of drivers or vehicles, and self-employed drivers or other non-corporate arrangements may have been involved. But the scale deserves a clear public explanation: how did WCC assess operating capacity, safeguarding and value for money across this volume of school and college transport work? No independently attributable company website, email address or social-media account surfaced in our searches. WCC’s public operator directory lists only a mobile number. That is a remarkably limited public footprint for a company linked to £11.76m in published school and college transport payments.
