I was given a research report titled The 40 Percent Mandate: Why the Maldives’ Mandatory Foreign-Currency Conversion Rule Is Not Commercially Viable for the Resort Sector, prepared on the First Amendment to the Foreign Currency Act (1 September 2026).
Among its findings, the report notes:
Modelled on the Maldives Inland Revenue Authority’s 2024 average resort revenue of USD 28.8 million per year (≈ USD 2.4 million per month), retained dollars after a 40% conversion (≈ USD 1.44 million per month) fall short of documented monthly dollar obligations (≈ USD 1.71 million) by about USD 269,000. This represents a structural deficit of roughly 11% of gross revenue, before capital expenditure, insurance, or any owner return.
