It looks like the CSS doesn't get applied to the header and the footer only. Also, maybe it's a regional issue. All of my friends in LA is having the same experience.

@VZWSupport your wireless page is #broken since last night. I asked a few friends in LA and it's the same issue but a friend in Tulsa said it looks fine. Looks like a CSS issue.
