SCOOP: The EPA has confirmed it plans to reallocate 100% of the difference between actual and exempted biofuels volumes for 2025 small refinery exemptions into the 2026 and 2027 obligations.
The Trump administration said it will make up for lost biofuels demand after the biggest breaks from blending mandates for refiners in nearly a decade, providing a boost for American farmers.

Scoop on the Terminal:
AFPM opposes the E15 legislation Congress is considering.
AFPM has publicly stood largely neutral on the issue as this year. But in a letter to Thune and Johnson, AFPM President Chet Thompson said the group opposes both the House and Senate proposals.

New, on the Terminal with @cole_n_martin:
The American Petroleum Institute said it opposes new Senate biofuels legislation that would expand sales of higher-ethanol gasoline and give exemptions from annual blending mandates for some small oil refineries.
“The proposal included in the Senate farm bill fails to deliver that balanced approach, replacing it with flawed provisions that weaken America’s fuel supply instead of providing the long-term certainty consumers, farmers, biofuel producers and refiners need,” Whitman said.
Lawmakers unveiled legislation that would expand sales of E15 gasoline and give exemptions from annual blending mandates for some small oil refineries. It's a stark shift from previous plans that would have cut those exemptions significantly.

The proposal, which is part of the Senate Agriculture Committee’s farm bill, also allows regulators to force companies that didn’t receive breaks to offset their competitors’ exemptions over the first 500 million exempted gallons of biofuel.
A potential sticking point for the latest plan is that exemptions are partly based on whether refineries qualified in 2023-2025, yet some companies are still waiting to find out whether their facilities were eligible during that period. With @cole_n_martin
