🇸🇻🤖 HE'S 13. HIS TEAM JUST PRESENTED ROBOTICS RESEARCH AT AN IEEE CONFERENCE. He is 13 years old. And this week, he stood alongside a team of young Salvadoran researchers on an international engineering stage in Costa Rica. Together, they helped develop and present scientific research behind an autonomous robotic system designed to tackle a very real problem: Collecting floating solid waste from lakes, rivers and lagoons — affordably. The result is Lake Cleaner, developed by young members of El Salvador's STEAM Robotics Academy alongside its research team. According to Dr. @ManuelCardona_, the system was built using components costing less than $150 and was successfully validated through field testing. But perhaps the most remarkable part of the project isn't the robot. It's the young Salvadorans building it. FROM EL SALVADOR TO AN INTERNATIONAL SCIENTIFIC STAGE The research, titled “Design and Evaluation of an Autonomous Robotic System for Cleaning Floating Solid Waste in Lakes,” was presented at IEEE CONESCAPAN 2026 in Costa Rica, an international engineering and technology conference taking place September 23–25. The project lists Matías Orellana, Eduardo Orellana, Graciela Sosa, Santiago Orellana, Manuel Cardona and Bryan Vásquez-Pineda as its authors. Cardona says the youngest researcher on the team is only 13 years old — and he was the one who stood before the international scientific community to present and defend the paper. He wasn't there simply to watch. He was there as a researcher. Most 13-year-olds are learning how technology works. The youngest member of this Salvadoran research team is already helping create it — alongside other young Salvadorans doing the same. DON'T WAIT UNTIL UNIVERSITY There is a larger idea behind what STEAM Robotics Academy is doing. Scientific research doesn't necessarily have to begin when someone enters university. Young people can begin learning how to design, program, experiment, build prototypes, test ideas, analyze results and communicate scientific work years earlier. For Cardona, that represents something bigger: developing technological capacity by moving young Salvadorans from simply consuming technology toward learning how to create it, research it and generate knowledge themselves. And Lake Cleaner isn't the Academy's only contribution to this year's conference. According to Cardona, STEAM Robotics Academy presented three papers at CONESCAPAN 2026, giving young Salvadoran researchers an opportunity to take their work beyond the classroom and onto an international scientific stage. The photographs from Costa Rica capture that idea better than almost anything else could. Young Salvadorans. An engineering conference. And the blue and white flag held proudly in front of them. I keep seeing a claim that Canadian oil sells at a “discount” because we sell it to the United States, as though Canada gives its allies a special price. It's one of the most frustrating things I see posted on here daily by all sides. It fundamentally misunderstands what the discount measures. Western Canadian Select (WCS) is a heavy, sour crude blend commonly priced at Hardisty, Alberta. When someone says WCS trades at a discount to WTI, they are comparing it with a different grade of oil at a different location: light, sweet West Texas Intermediate, whose NYMEX futures contract specifies delivery at Cushing, Oklahoma. In physical crude markets, WCS is commonly traded as a differential to the calendar-month average of NYMEX WTI. If that WTI reference averages US$70 per barrel and WCS trades at WTI minus US$12, the WCS price is roughly US$58 per barrel at the specified pricing location. The “minus $12” is a market price for the difference between those barrels. It is not a $12 gift to an American buyer. What goes into that difference? The crude itself. WCS is heavier and contains more sulphur than WTI. It takes different refinery equipment and additional processing to turn it into saleable products. Its value depends on demand from refineries equipped to run heavy sour crude and on the prices of competing grades. The location. A barrel at Hardisty is not a barrel at Cushing, the U.S. Gulf Coast or a tanker terminal. Moving it to a refinery or export market costs money. You cannot compare prices at those locations as though transportation were free. The logistics. When Western Canadian production exceeds the pipeline space available to reach buyers, barrels can become stranded in Alberta and the differential can widen sharply. More takeaway capacity gives sellers more options and can strengthen the price at Hardisty. Refinery demand, competing crude supplies and export economics also move the spread. So yes, access to more buyers matters. If Canadian producers have too few viable routes to market, their negotiating position suffers. That is a real argument for transportation capacity and market diversification. But selling WCS to someone other than an American does not magically make it worth the WTI price at Cushing. A buyer in Asia would still value the grade of crude being delivered, then account for pipeline tolls, tanker costs, timing and the price of competing barrels. The useful question is not, “Why are we giving America a discount?” It is, “How do we give Canadian producers enough competitive routes to market that the price at Hardisty reflects the best available value for their oil?” That is a serious conversation. 🇸🇻 SECURITY & JUSTICE UPDATE — ISSUE NO. 008 93,162 Four and a half years after President Nayib Bukele requested the State of Exception following the March 2022 killing spree that left 76 people dead in two days, El Salvador's security strategy has entered another phase. According to the latest Security Cabinet balance, 93,162 people identified by authorities as linked to gangs were captured under the State of Exception between March 27, 2022 and September 15, 2026. The scale extends beyond arrests. Authorities report that during the measure they have seized: 5,574 firearms. 12,247 vehicles. 25,568 cellphones. Those seizures have also supplied evidence incorporated by prosecutors into criminal cases involving alleged gang structures. Security Minister @Vi11atoro describes the State of Exception as a constitutional tool that allowed the government to confront the gangs and dismantle their organizational capacity. His ministry says the objective now is to locate remaining members and collaborators. And this week's events illustrate why the government says that work is not finished. THE REMNANTS In Sonsonate, police detained Denis Vladimir Marroquín Delgado, alias “Cura” or “Flaco,” whom the PNC identifies as an MS-13 homeboy, gunman and extortionist. Police say Marroquín attempted to conceal his original gang tattoos beneath other designs. Investigators also said that in the past he participated in abducting young people living in rival-gang territories before killing them. He will now be referred to the courts. In Nahuizalco, a joint PNC-Armed Forces operation located two MS-13 members, one 18 and the other 17. Authorities said the two were attempting to reorganize the Nahuizalco Criminal Locos Salvatruchos clique and reported finding gang-related material on their phones and social-media accounts. And in Apopa, soldiers located another man authorities identify as an MS-13 homeboy and gunman who had an outstanding warrant for illegal possession or carrying of a firearm. These are allegations that will have to proceed through the appropriate judicial processes. But collectively, the cases illustrate the government's current security argument: Dismantling the gangs was one objective. Preventing their remnants from rebuilding is another. 55 EXTENSIONS That argument returned to the Legislative Assembly Wednesday. With 57 votes, lawmakers approved the 55th extension of the State of Exception, maintaining the extraordinary security framework for another 30 days. The government said those powers remain necessary to locate remaining gang members and prevent criminal structures from reorganizing. The political division over the measure also remains. Claudia Ortiz of VAMOS and ARENA deputies Marcela Villatoro and Francisco Lira have never voted in favor of the State of Exception or its extensions. In Wednesday's vote, Ortiz cast the only recorded vote against the 55th extension, while the ARENA deputies were absent. The State of Exception began in March 2022 during President @nayibbukele's first administration. More than four years later, it remains one of the central components of his government's security policy. FROM CAPTURE TO CONVICTION While authorities continue searching for remaining gang members, another enormous process is unfolding more quietly: the cases already inside the courts. This week alone demonstrates its scale. In La Libertad, 40 MS-13 members from three cliques were convicted in proceedings involving 16 homicides committed between 2012 and 2015. Some defendants received sentences reaching 254 years. According to prosecutors, two gang leaders were responsible for killing 11 people who had failed to pay extortion demands, while another defendant was convicted in four killings. In Cabañas, another 79 MS-13 members received sentences reaching 45 years for crimes including extortion, drug dealing and transporting firearms. In San Miguel, 11 gang members received sentences reaching 45 years. And another eastern El Salvador case produced sentences reaching 626 years for gang members convicted of crimes including homicides committed in San Miguel and Usulután. Those are completed convictions. Elsewhere, the judicial process is still underway. HUNDREDS MORE BEFORE THE COURTS A hearing continued this week against 62 Barrio 18 defendants in Cabañas. Prosecutors classify 18 as homeboys, 38 as active civilians and six of the latter as alleged collaborators. Another 20 Barrio 18 defendants from Cuscatancingo are on trial in a case that began after a victim reported being forced to make substantial extortion payments in exchange for being allowed to work. Witnesses are also testifying in proceedings involving 117 defendants accused of crimes including extortion and homicide in Chalatenango and western El Salvador. And more than 200 additional gang defendants are participating in an open single hearing involving criminal activity attributed to structures operating around Montes de San Bartolo in Soyapango. The distinction matters. Those convicted have received judgments. Those currently being prosecuted remain defendants until the courts determine responsibility. THE SEARCH NO LONGER STOPS AT THE BORDER The effort to locate wanted gang members is increasingly regional. Guatemalan authorities captured four Salvadoran gang members this week and reported seizing weapons, a vehicle and cellphones during the operation. That follows last week's capture in Mexico of José Erwin Wilberto Ventura Cerón, alias “El Muerto,” whom Salvadoran authorities identify as a Barrio 18 Revolucionarios homeboy and gunman included among El Salvador's 100 most wanted fugitives. Villatoro credited coordination between Salvadoran police and Mexican authorities for locating him and said he would be returned to El Salvador to face the justice system. The message from authorities is increasingly clear: Crossing a border does not necessarily end the search. SECURITY BEFORE THE NEXT GENERATION But this week's security story isn't entirely about arrests, prisons and courtrooms. PNC officers have also been entering schools. In Ahuachapán Centro, officers delivered an educational talk intended to encourage positive behavior and student well-being inside and outside school facilities. Similar programs were carried out in schools in Jutiapa, Nueva Guadalupe and Ciudad Arce, where police discussed ways for young people to avoid becoming involved in criminal activity. It is a very different side of the security strategy. The previous generation experienced recruitment by gangs. Today's challenge includes ensuring another generation doesn't replace the one being removed from the streets and prosecuted in the courts. Security isn't only about dismantling what existed. It is also about preventing it from being rebuilt. THE NUMBERS KEEP MOVING The latest figures presented during Wednesday's legislative debate put El Salvador at: 227 homicide-free days in 2026. 1,215 homicide-free days during the State of Exception. 1,329 accumulated homicide-free days since President Bukele took office and launched the Territorial Control Plan in 2019. Just days earlier, the figures stood at 224 for 2026 and 1,326 accumulated—showing how quickly the running totals change. But Issue 008 isn't really about one number. It's about what comes after 93,162 captures. Convicted gang members are receiving sentences measured in decades—and sometimes centuries. Hundreds more defendants are moving through the courts. Police and soldiers continue locating people authorities identify as remnants of MS-13 and Barrio 18. International cooperation is returning fugitives from neighboring countries. Police are simultaneously entering schools to work with the generation that comes next. And the government of President Nayib Bukele has chosen to keep the extraordinary legal framework behind much of that strategy in place for another month. For saying "no nuclear weapons" while Israel has hundreds. "They kill, we are sanctioned." This isn't justice. It's not even hypocrisy. Hypocrisy requires a pretense of principles. This is something more naked: the law of the bully. The strong do what they want. The weak suffer what they must. And if the weak refuse to be weak, they get punished for it. "We are punished, those who are ill, innocent people, the poor, the least privileged in our society are the targets of these sanctions." That's the point. That's always been the point. Sanctions aren't designed to change government behavior. They're designed to make life unbearable for ordinary people until they overthrow their own government. It's collective punishment. It's a siege. It's economic warfare. And this is what the US seeks to do with all countries: sacrifice the population of a country to achieve illegitimate goals. They did it to Iraq. Half a million children dead. Madeleine Albright said "we think the price is worth it." They did it to Venezuela. They did it to Cuba. They did it to Syria. They're doing it to Iran. They can't defeat Iran militarily. So they strangle its people. But here's the thing: Iran has been under sanctions for 47 years. And it's still standing. Its missiles still fly. Its oil still flows to China. Its people still fill the streets. Its Supreme Leader's picture still goes up at the UN. They can sanction. They can blockade. They can threaten. They can kill.
