Pondering after a late-night inquiry call (and hundreds just like it before) -- if you try to look for technology answers for what are ultimately internal political power problems ... you're going to end up frustrated.

Pondering out loud: No offense, but the idea of a "DevOps Full Stack Engineer" makes about as much sense to me as a "Full Orchestra Musician." Why would we assume a clarinet virtuoso with 20 years of truly mastering their instrument ... could just hop into first chair violinist?
Infrastructure-as-Code [IaC] is great, but IaC is *not* a HA/DR plan unto itself. Seeing this a few times in client architectures - "We'll log into the 2nd region and redeploy from IaC." Ok. And what happens when your provider's Identity Management is down and you can't log in?
