Here is why this is so disturbing:
1. Police in LA are unionized, which means you can't easily fire them, promote or bonus them for good performance, etc... in other words, many of the tools of "normal" management are ~unavailable to you
2. We ask police to do a dangerous, thankless job that exposes them to all kind of public scrutiny
3. Every good officer in LAPD could get an easier and possibly higher paying job in one of the smaller cities or suburbs that surround LA
4. To get good performance from police given the above incentive structure, you need to inspire and lead them
5. I don't believe you can inspire and lead a group of people who believe you despise them.

I gifted this article about Treasury Secretary Scott Bessent which details his bullying, his erratic behavior, and temper.
He has lost an unusually high number of treasury employees in his first 20 months, including many he brought in that were Senate confirmed. He has already churned through three chiefs of staff. His staff is so afraid of his volatile behavior that they try to gage his mood before showing up to meetings, and celebrate when he is out of the office.

Ray Dalio warns U.S. Treasuries are vulnerable to weakening demand from China and Japan, two of America’s largest foreign creditors.
China’s holdings have fallen from $1.3 trillion in 2013 to about $618 billion, while Japan holds roughly $1.1 trillion.

They literally want all the money for themselves. They feel if you raise taxes by a half penny (to build fire new stations and hire firefighters) that’s a half penny they’re not getting. Im not joking.
