China is locking down the technologies it is winning with.
On October 16, the Ministry of Commerce and Ministry of Science and Technology released a draft revision to the Catalogue of Technologies Prohibited or Restricted from Export. Public comment runs until November 15. The proposal covers 23 AI technologies, 12 photovoltaic technologies, and 5 biomedicine technologies. Fourteen would face outright bans and 26 would require licenses.
Key examples include AI large models trained on sensitive national data, AI-driven malicious-code generation tools, high-efficiency perovskite and tandem solar cells (including ≥30% efficiency tandem cells on large wafers), and proprietary gene therapy platforms.
China leads the world in solar manufacturing and advanced cell technology. It is highly competitive in AI and has a growing gene therapy pipeline and licensing business. Officials call the move routine management that does not target any country and includes facilitation measures. In practice, it tightens control over outbound transfer of technologies where Chinese firms have made major gains.
A pre-export registration requirement took effect the same day and applies to deals already in progress.
After two decades of absorbing foreign technology, China is now writing the rules on what advanced Chinese technology does not leave the country.
Replying to @Teslaconomics
Optimus and Cybercab will be the vast majority of Tesla’s value.
The only things that will scale to incredible size (K2 and beyond) economically are super intelligence, robots, solar power and mass to space.
And, of course, if you have the first two, the rest will follow.
But Roadster is super cool, so we’re doing it anyway.

China has added more than $43 trillion in debt since Xi Jinping took power. That’s not a typo.
The Wall Street Journal’s latest reporting lays out the math: China’s total debt to GDP blew past 300% in 2025, up 60 points since 2019, now higher than the United States. Most of that growth didn’t come from Beijing’s own books, the central government’s debt stays relatively modest at around 30% of GDP. It came from local governments, through murky financing vehicles cities and provinces used to hit growth targets, many of them pouring money into real estate that then collapsed.
A broader IMF measure that counts both official local debt and those shadow vehicles puts China’s real government debt load at 127% of GDP, up from 98% just five years ago.
Here’s where the money went: factories and apartments nobody needed enough of. That mismatch triggered price wars, squeezed profits and wages, and now feeds directly into deflation and weak demand at home.
And it doesn’t stay home. Chinese companies carrying all that debt keep producing more cars, solar panels, and electronics than China itself can absorb. The surplus gets exported, undercutting prices everywhere else and fueling the trade fights now playing out with country after country.
Economists call this the real signature of the Xi era: investment-driven growth long after the investments stopped paying off. The capital controls and state-run banks mean China probably avoids a sudden collapse. What it doesn’t avoid is a slow bleed, years of suppressed returns and weaker growth, while everyone downstream absorbs the overflow.

Neuralink president DJ Seo says Elon’s aggressive schedules are rigorous first-principles engineering, and an all-green-light schedule shows 80 to 90% of delays are just assumed
“What I’ve learned is that it’s not really some arbitrary management tactics, but it’s really used as a rigorous engineering and first principle, you know. Again, this is more applicable in the world of atoms, but we have this concept called all green light schedule, which is kind of forcing us to think about if every single light is green, there’s no administrative burdens or delays or no shipping delays or risk or no legacy bottlenecks, how fast can you build it?”
“And when you think from that point of view and vantage point and literally strip away any man-made bottlenecks and you ask a question of how fast can you actually manufacture a chip, how fast can you design a robot and test it. It turns out like, I don’t know what the right number is, but at least 80-90% of it is things that you think are the way it is, just because you don’t really think about it from that perspective.”
Elon Musk says he sets the most aggressive deadline with a 50% probability of being achieved, knowing it will be late half the time, because a five-year schedule just expands to fill five years
“I’m constantly addressing the limiting factor. So, I mean, on the deadlines front, I generally actually try to aim for a deadline that I at least think is at the 50th percentile."
"So it’s not like an impossible deadline, but it’s the most aggressive deadline I can think of that could be achieved with 50% probability, which means that it’ll be late half the time."
"There is like a law of gases expansion that applies to schedules. Like, if you said we’re going to do something in like five years, which to me is like infinity time, it will expand to fully available schedule and it’ll take five years.”

Jensen Huang on why you should fall in love with your work:
“A lot of people say, find something you love. I don’t know about that. I’ve loved every single job I’ve ever had. I loved it when I was a dishwasher. I loved it when I was a busboy. I loved it when I was delivering papers. I loved it when I was waiting tables. And I loved every single day at NVIDIA that I’ve ever had. I just learned to love what I’m doing.
It’s probably harder to find something that you love, but it’s easier to fall in love with what you’re doing. And once you fall in love with what you’re doing, because you just desperately want to do a good job at it, it’s easier to do it well, and do it hard.”

Palmer Luckey warns Europe will have a much tougher time adapting to the AI and automation revolution: “I think the European Union is going to have a really tough time.” 🇺🇸🇪🇺
“I think the European Union is going to have a really tough time. It’s hard to imagine an economy so dominated by international politics and labor politics allowing automation to transform its manufacturing economy.
The United States is one of the few countries with the talent, the people, the political will, and the acceptance at a societal level that something like this is good.
There are a lot of people in America who like Star Trek. A lot of people buy into the idea of technology and abundance.
The same cannot be said of any European nation.”
On the current trajectory, the European Union is in for an abrupt awakening. The recent pivot to increasing labor participation via immigration, instead of deregulation and technological innovation in order to push output and productivity higher is directly against something like automation. It’s this false prophecy of economic growth, that importing masses to participate in a slowing economy does not equate to producing meaningful output. They’re in desperate need of a directional pivot towards productivity and technological gains.

“She lied about her age. She lied about being a virgin. She’s lying about both.” He also confirmed they had sex, calling it a bad experience cause her pus*y does have a funny smell🐱
“I am suing her and I am taking every dollar back… you can take back money you sent.”
“She’s handing over her name so she can stop playing innocent over a story she lived

Tom Cruise reportedly plans to leave his fortune to orphans instead of his daughter, Suri Cruise. 😳💔
🗣️ “I’ve decided my wealth will go to orphans. Suri has reportedly been spending over $300,000 a week on her boyfriend despite my repeated warnings. I’ve tried to make her understand the value of money, but nothing has changed. I refuse to leave behind a fortune that could be wasted instead of used to make a difference.”
Bill Gates reportedly recounted why he ended his daughter Phoebe’s relationship with Robert Ross:
My daughter gave so much to that relationship, and I made sure she was financially comfortable, giving her $40,000 every week for upkeep. Yet, deep down, I feared Robert Ross never truly loved her for who she was, but for the wealth and lifestyle that came with being with her. There was even a time when my daughter was caught cheating on him, and despite the heartbreak and humiliation, he chose to forgive her. I couldn’t help but wonder whether his forgiveness came from genuine love or the fear of losing the financial comfort he had grown accustomed to.

Palmer Luckey warns America is spending too much on defense while falling behind China in military technology: “We’re getting way too little.” 🇺🇸🇨🇳
“We’re spending way too much. We’re getting way too little. And we’re not progressing at the rate that our geopolitical adversaries are.
If we were in a period of perfect peacetime, and there was no inkling of conflict for us or our allies, maybe it wouldn’t be a problem. But that’s not the world we live in.
When we started Anduril, our very first pitch deck had a bear representing Russia and a dragon representing China. We laid out what the Chinese roadmap looked like and what the Russian roadmap looked like.
We literally laid out that Russia was going to invade Ukraine—that they intended to take it by force.
There’s a great quote from Putin: ‘The country that wins in the sphere of AI will become the ruler of the entire world.’”
The key distinction is in wartime not in peace time. The country that’s funneling the cash flows to foreign proxy wars against Americans continue is the true enemy seeking to destroy. It’s a country building up reserves in order to beat them in the end. They’re totally fine losing a battle to win the war.
