We would get better outcomes if, before we introduced policy, we prototyped & tested it, in a low risk, low resource way. We can apply this at many levels from large scale system plans (policy) to testing the concrete actions that follow: co-production, HR, inclusion, clinical governance, procurement etc (policies).
