Not only did we obtain records of previously unreported donations — many come from sanctioned or “watchlisted” entities linked to, eg, foreign intelligence:

Great to see that @UnderSecPD, @ECAatState & @usedgov are all on the case -- obviously the universities can’t police themselves, and it looks like those entrusted to watch them are asleep on the job!
🚨The @ChinaSelect hearing on research security this week revealed:
1) @ENERGY & @NIH do not ban taxpayer funds from going to sanctioned adversary entities.
2) @NSF has only just released a draft ban (about which @ScienceMagazine is already shamelessly lying, claiming it targets "almost all" US-PRC collaborations when in fact it is quite limited).
3) @ENERGY allegedly doesn't vet personnel at US national labs and pressures staff to approve collaborations with entities known to be high-risk:

Major U.S. universities have received millions of dollars in funding from foreign entities that are on U.S. government watch lists, according to a CBS News review of university funding records submitted to the Department of Education.

State Department and Education Department officials say the disclosure forms, which have not been previously reported, show a combined $27.6 million received in roughly the second half of last year by dozens of top American research institutions that originated from entities appearing on at least one federal government watch list. There are 10 cautionary and restricted watch lists overseen by the departments of Treasury, Commerce, Homeland Security, Defense and State, which flag companies and organizations that should be subject to extra scrutiny due to their ties to foreign government interests.

Here's an important addition to the data on foreign-adversary funding of U.S. higher education from @usedgov -- a new downloadable spreadsheet on Section 117 "counterparties of concern" from the Foreign Funding Higher Ed website.
Our top schools are still getting money from many federally-sanctioned entities -- e.g., Huawei, Seven Sons of National Defense (Chinese military-linked universities), etc.
We need to know what this money is for, and ensure that no laws were -- or will be -- broken!

This bill aims to block federally funded U.S. research collaborations with foreign adversaries, particularly China, by prohibiting partnerships with entities and individuals on government blacklists. According to our latest report released today, federally funded @NASA research, intended to advance American innovation, has been repeatedly linked to collaborations with institutions embedded in China’s defense and military ecosystem.
In one case alone, researchers produced more than 200 co-authored publications between 2020 and 2025 with Chinese defense-affiliated institutions, while still receiving U.S. federal funding. @ChinaSelect also found multiple active grants, some running through 2026 and 2027, supporting research conducted alongside entities linked to China’s military-industrial base, including those on U.S. restricted lists.
These findings reveal systemic failures in oversight, disclosure, and enforcement of the Wolf Amendment, allowing taxpayer-funded research to flow into China’s military-civil fusion strategy and raising urgent national security concerns that demand immediate action.

The whole point of counterintelligence is that your sources cannot have ties to the threat you are assessing.
The GAO flagged this exact vulnerability in 2024 and the Pentagon has done nothing. It is a security failure, and it needs to be treated like one.
