Today, I held a series of bilateral discussions with Member States and development finance institutions, focused on deepening cooperation, expanding investment opportunities and translating shared priorities into concrete results for rural communities. I met with Jeremy Wiggins of the U.S. Department of the Treasury, Nguyen Quoc Phuong, Director General at Viet Nams Ministry of Finance and Liao Min, China's Vice Minister of Finance. These discussions are important to deepening our engagement with Member States and identifying opportunities for stronger collaboration. I also met Dr. Abdulhamid Alkhalifa, President of @TheOPECFund , and Michael Jongeneel, CEO of @FMO_development, to explore closer cooperation on development finance, private-sector investment and market creation, particularly in fragile contexts. A key milestone was signing a new cooperation and co-financing agreement with @isdb_group, alongside its President, Dr. Muhammad Sulaiman Al Jasser. This provides an important foundation for expanding joint investments, strengthening institutional cooperation and bringing our complementary expertise together. I also welcomed partners from the @arabcoordgroup for an exchange on how we can strengthen coordination, identify shared priorities and deliver greater collective impact. By working more closely across governments, international financial institutions and development banks, we can turn shared priorities into coordinated action and greater impact for rural communities on the ground. #FinancingTheFirstMile | #WBGMeetings | @IFAD

IFAD and the @isdb_group will mobilize up to US$750 million in co-financing to drive sustainable agricultural development. Under a newly signed agreement, the two institutions will combine their financing power, specialized expertise, and global reach to scale up investments that will transform rural economies, eradicate poverty and strengthen food security. “Through this agreement, we are scaling up investment in the first mile of food systems to create jobs, increase incomes, and build more prosperous and resilient rural economies,” said @IFADPresident Alvaro Lario. IsDB and IFAD will broaden their cooperation across critical areas, including agribusiness value chains, market access, rural finance and financial inclusion, climate adaptation, sustainable natural resource management and water access. Global economic shocks are increasingly interconnected. When conflict, climate events and rising food, energy and fertilizer costs disrupt production at the first mile, the effects are felt across supply chains, markets and economies worldwide. At the IMF–World Bank Group Annual Meetings in Bangkok, the signing of a new co-financing agreement with @WorldBankGroup President Ajay Banga marked a significant step forward. It creates opportunities to deepen our operational collaboration, including through #AgriConnect and #WaterForward, and connect larger pools of capital to investments in rural communities. My discussions with Rashaid Ali Al-Bader, Director General of @KuwaitFund, Herman Saheruddin of Indonesia’s Ministry of Finance, and Samantha Bandara and Kapila Senanayake of Sri Lanka’s Ministry of Finance, focused on strengthening investment in rural economies, creating jobs and building more resilient food systems. By strengthening partnerships with governments, development banks and the private sector, we can mobilize more capital and take proven investments to greater scale. @IFAD | #IFAD14 | #FinancingTheFirstMile | #WBGMeetings

Today, IFAD and the @WorldBankGroup signed a new Co-Financing Framework Agreement to scale up joint investment in rural economies and food systems. Signed during the 2026 IMF–World Bank Group Annual Meetings in Bangkok, the agreement aims to strengthen rural resilience, create jobs and expand economic opportunities for rural communities. The agreement builds on the two institutions’ partnership across multiple initiatives, including #AgriConnect, which aims to help transform agriculture for 300 million smallholder farmers by 2030, and #WaterForward, which seeks to improve water security for 1 billion people by 2030. “Together, the World Bank and IFAD bring the scale, reach and expertise to transform rural economies and agrifood systems,” said @IFADPresident Alvaro Lario. “This agreement will enable us to turn our shared ambition into greater investment, more jobs, stronger resilience and improved food security for millions of people.” Read more at ifad.org/en/w/news/world-ban… #FinancingTheFirstMile | #WBGMeetings

I leave India with a strong sense of what can be achieved when ambition is matched by investment and a clear focus on people at the first mile. Arriving in Bangkok, I am also reminded that no institution can deliver the scale of change we need alone. I am now in Bangkok to open @IFAD's new regional office premises and participate in @WorldBankGroup and @IMFNews Annual Meetings where the focus turns to how we work together to mobilize more capital and make development finance go further, particularly in countries facing conflict, climate shocks and fragility. As we advance #IFAD14, I see real potential to deepen our partnership with the World Bank, other MDBs and IFIs. IFAD brings five decades of experience and investment in rural communities. By connecting that reach and expertise with larger pools of capital, we can take successful investments to greater scale. The macro and micro must connect. Ultimately, what matters is not just how much financing we mobilize, but whether it translates into jobs, higher incomes, greater resilience and stronger rural economies. That is what financing the first mile is about. #FinancingTheFirstMile | #WBGMeetings

Bangladesh and IFAD are strengthening their long-standing partnership with US$324 million in new investments to build climate-resilient rural communities, improve livelihoods and support more sustainable food systems. The two projects, expected to reach an estimated 2.5 million rural people, will improve rural infrastructure and access to climate information, finance, skills and markets, while creating new opportunities for women, young people and rural entrepreneurs. “These two projects reflect a shared commitment to support rural communities to adapt and prosper in a changing climate,” said Valantine Achancho, IFAD Country Director and Representative in Bangladesh. The investments include the Climate Resilience and Livelihood Enhancement Project (CRALEP), supported by the Government of Denmark, and the Growth for Climate Resilient and Environmental Entrepreneurship and Nutrition (GREEN) project. Together, they aim to strengthen communities’ ability to withstand climate shocks while expanding economic opportunities and improving access to nutritious food. Since 1978, IFAD and Bangladesh have partnered on 39 projects representing approximately US$4.9 billion in total investment, reaching 11.7 million rural households and supporting small-scale agriculture, rural finance and value chain development. @IFADPresident Alvaro Lario joined major Indian partner institutions and sector leaders for a South-South and Triangular Cooperation (#SSTC) roundtable to better leverage India’s wealth of expertise in responding to priorities in partner countries. In an effort to move beyond individual exchanges and study visits, discussions at the roundtable focused on building a structured, demand-driven model that identifies where India’s experience can be adapted to local contexts, connecting knowledge with finance and institutions. “Success will ultimately be measured not by how much knowledge is exchanged, but by whether cooperation translates into better opportunities, stronger institutions, and tangible results for smallholder farmers across the Global South,” said IFAD President Alvaro Lario. @NABARDOnline | @NDDB_Coop | @ICRISAT | @UNinIndia | @RIS_NewDelhi | #FinancingTheFirstMile

I brought a clear message to our joint dialogue with @BMZ_Bund today, and to my conversation with Lisa Paus and Sascha H. Wagner of the German Parliament: when conflict, climate shocks or economic disruption affect farmers and rural businesses, the consequences travel through food supplies, prices and supply chains. That is why investing at the first mile is also an investment in economic resilience and stability. The case for acting early is strong. Around one third of @IFAD’s active portfolio is in fragile contexts, and 55% of our financing goes to strengthening climate resilience. But resilience is also about opportunity. Germany has long recognized the value of combining development cooperation with stronger markets and private-sector engagement. Public finance can achieve much more when it opens the door to businesses and investors. In Cambodia, IFAD, small-scale pepper producers and the German company Fuchs Gruppe have worked together to connect farmers to higher-value markets, and participating farmers have increased their incomes by more than 50%. Germany’s continued commitment to effective multilateral cooperation and to mobilizing additional investment will be important as we build #IFAD14. My thanks to Johann Saathoff, Ina von Frantzius, Isabelle Bunte, Michael Evers and everyone who joined us at the IFAD–BMZ joint event. #FinancingTheFirstMile

Germany is one of @IFAD most important strategic partners, and our cooperation goes well beyond financing. It was a pleasure to meet Reem Alabali-Radovan, Germany’s Federal Minister for Economic Cooperation and Development at @BMZ_Bund, to discuss how we can deepen our partnership around shared priorities including food security, resilience, private investment and greater effectiveness across the multilateral system. Germany has helped shape IFAD’s evolution as a development finance institution. Its support contributed to the launch of our Private Sector Financing Programme and our ability to mobilize more public and private capital for rural economies. We agree that private sector engagement is key. Together with governments IFAD invests in infrastructure, institutions, value chains and financial systems to create an enabling environment for local agribusinesses, strengthen producer organizations and expand access to finance. In complementarity, IFAD also invests directly into private sector entities through loans, equity investments and risk-sharing instruments to mobilize capital into rural markets that are often overlooked by traditional investors. We also discussed the impact of the Middle East crisis, extreme weather events and input shocks on global hunger. We share the concern about the impact of global shocks on rural communities and food prices. With IFAD, we invest in first-mile resilience before disruptions to food, fuel, fertilizers and trade escalate into wider crises. The results are tangible. In Brazil, a US$30 million IFAD investment helped anchor a financing package that has grown to US$286 million, aimed at increasing the resilience of 1.8 million people. In Mozambique, climate and weather information is already reaching more than 50,000 rural households, helping communities prepare for shocks before they become crises. This is the kind of impact we want to scale through #IFAD14. Stronger rural economies, greater resilience, more jobs and more investment reaching places traditional finance often overlooks. Every dollar contributed to IFAD helps mobilize around six dollars of investment on the ground. Germany’s leadership on effectiveness, transparency and reform will be important to an ambitious IFAD14 outcome. I look forward to addressing the German Parliament tomorrow and taking part in the IFAD-BMZ joint event “Germany–IFAD Partnership: Investing in Rural Opportunities and Jobs”. #FinancingTheFirstMile

How can private-sector partnerships unlock opportunities in rural areas? From #Cambodia to #Germany, high‑value pepper grown by small‑scale farmers shows how IFAD‑backed cooperatives are turning niche quality into reliable export incomes. Small-scale farmers are central to rural economies and food systems. Yet, despite their potential to generate jobs, strengthen food systems and boost rural incomes, many face barriers to accessing the capital, markets and business partnerships they need to grow. In Cambodia, IFAD’s ASPIRE and ASPIRE-AT programmes are helping bridge this gap by strengthening agricultural cooperatives, improving market access and connecting small-scale producers with international buyers. One example is Kampot pepper, a geographical indication product that has found its way into European markets, including Germany. Between 2014 and 2022, ASPIRE reached more than 143,000 households. Participating farmers recorded an average 41% increase in market sales volumes and more than 50% growth in incomes, demonstrating the potential of organised producers and stronger value chains to transform rural livelihoods. Private-sector partnerships are a key part of this progress. Since 2017, IFAD-supported cooperatives have supplied pepper to Germany’s Fuchs Group, Europe's largest spice manufacturer, giving farmers access to competitive prices and more predictable market opportunities. These partnerships also bring technical expertise, quality standards and reliable supply chains, benefiting producers and businesses alike. Evidence from past IFAD projects shows that private-sector engagement can increase income gains by up to fourfold, highlighting the role of investment and market partnerships in delivering lasting development impact. Ten African countries are increasing their contributions to IFAD, pledging nearly US$9 million to IFAD’s fourteenth replenishment cycle for 2028-2030 (#IFAD14) and calling on international partners to match their ambition to accelerate rural transformation. Burundi, Chad, Ethiopia, Guinea, Kenya, Rwanda, Sierra Leone, Somalia, Sudan and Zimbabwe announced their commitments during the High-level Meetings of the 81st Session of the United Nations General Assembly. Several countries have more than tripled their previous contributions, with the largest increases reaching nearly ten times their prior commitments. “African leaders recognize IFAD14 as a critical platform for strengthening the continent’s agrifood systems,” said @IFADPresident. “With nearly 60 per cent of IFAD’s portfolio invested in Africa and the Fund’s focus on the ‘first mile’ of food systems, IFAD is uniquely positioned to both channel and catalyze investment to rural areas where the greatest opportunities exist to create jobs, build resilience and accelerate inclusive growth.” IFAD’s financial model combines Member State contributions with loan repayments, borrowed funds and cofinancing, enabling the Fund to turn every dollar of core contributions into approximately six dollars of investment on the ground. With an AA+ credit rating, IFAD has issued more than US$1 billion in sustainable bonds since 2022, mobilizing additional capital for small-scale farmers, rural enterprises and climate-resilient food systems. IFAD joined Nigeria's Federal Ministry of Agriculture and Food Security (@NGfmafs), the @WorldBankGroup and development partners to launch the Nigeria #AgriConnect Compact, a national framework aimed at growing Nigeria's agriculture sector. The Compact will mobilize an estimated US$5 billion over five years from the government, development partners, and the private sector to improve food and nutrition security for nearly 3 million people and create more than 2.5 million jobs by developing priority value chains and strengthening market integration. Nigeria's agriculture sector remains central to the country's economy, contributing 26% of GDP and employing about 30% of the workforce. Yet, with about half of the country’s 37 million hectares of arable land underutilized, agriculture in the country holds significant potential for improved productivity. Smallholder farmers produce 1/3 of the world’s food. The investment reaching them is too small. At the Irish Embassy, our discussion around #IFAD14 brought this into focus. Backing farmers means supporting the people and rural communities our food systems depend on. 2/4
