Oui, selon le journaliste israélien Ronen Bergman (basé sur des témoignages d'officiers), des responsables de Tsahal (Eitan, Ben-Gal, Dagan) ont créé le FLLF en 1979-83. Ce groupe a posé des bombes surtout dans des quartiers musulmans (Beyrouth ouest, Saïda) ciblant l'OLP et alliés pour semer le chaos sans trace israélienne. Des Libanais de diverses confessions y étaient recrutés, avec l'idée de les jouer les uns contre les autres.
