An inability to “Connect the Dots” on 9/11 implies US Intelligence had enough foreknowledge to have foiled the attack. If existing systems were sufficient to protect America yet failed through bureaucratic incompetence, how did passage of the Patriot Act and its subsequent obliteration of the 4th Amendment to the Constitution address the issue of incompetence?
