Charlie LeDuff found an 88-year-old Michigan woman whose name is tied to more than $150,000 in ActBlue donations she says she did not make, including 15 listed to Abdul El-Sayed.

Elizabeth Waffle lives in Milan after her house burned. She told LeDuff she has no computer and only spotty internet on her phone.

FEC records show 14,696 donations in her name since 2020, averaging about eight a day and $9.18 each. Most went to ActBlue, with 15 listed to Abdul El-Sayed, 104 to Hakeem Jeffries, and 339 to the 314 Action Fund.

She said she has given small amounts and confirmed some to El-Sayed, but not the total or the frequency. She told him "150,000 is abnormal" and "I think it’s wrong."

Donations in her name came from both the trailer and an apartment she rented after the fire, sometimes on the same day. ActBlue is under federal scrutiny over alleged foreign contributions.

LeDuff said El-Sayed's campaign has raised the most ActBlue money among Michigan Democrats, and that most of it comes from out of state.

2005: Washington dedicated part of the cigarette tax to the Education Legacy Trust Account.
2011: Lawmakers moved that revenue to the General Fund, retroactive to July 1, 2010. The education account lost an estimated $145.7 million in the 2011-13 budget.
Before 2012: State law sent a share of spirits sales taxes to cities and counties.
2012: Lawmakers sent that money to the General Fund for a full year. An estimated $28.8 million cities and counties did not get. Then they set up a $10 million a year transfer out of the local share. It is still in the law today.
Now Olympia says the new income tax will fund schools and other services.
The law puts that money in the General Fund. The same place the cigarette money and the spirits money ended up.
An earmark lasts until the next budget. That is not my opinion. That is the record.
IP26-645 repeals the income tax.
