Twenty-three illegal outposts have been established in Areas A and B—territories in which the interim agreements vested the Palestinian Authority with civil and administrative powers. This is not merely illegal construction. It is a systematic violation of agreements signed by Israel and a deliberate intrusion into territory transferred to Palestinian civil responsibility. The state knows where these outposts are. The military knows them, the Civil Administration knows them, and the police know who operates them. Yet they remain in place, continue to expand, and effectively receive protection—and sometimes infrastructure and funding as well. When such outposts and farms serve as launching points for incursions into fields, road blockades, property destruction, attacks on shepherds, and the displacement of Palestinian communities from their land, this can no longer be dismissed as the work of “a handful of extremists.” It is a system that enables lawlessness to achieve a political objective: seizing territory and removing Palestinians from it. Violence is not a by-product of these outposts; it is one of the tools through which they expand their sphere of control. The settler threatens, the military restricts the Palestinian, and the state refuses to remove the intruder. This is how private violence becomes a policy of annexation under public sponsorship. When a Palestinian builds without a permit, the state responds with orders, confiscations, and bulldozers. When an Israeli outpost is built illegally, the state displays endless patience—and often immediately begins seeking ways to legalize it. This is not an enforcement failure but discriminatory enforcement that dismantles the rule of law and makes clear that the law is applied according to the offender’s national identity. The message to Palestinians is unmistakable: your land, property, and personal safety are abandoned whenever the offenders serve the settlement enterprise and the current government’s vision of annexation. A government that abandons Palestinians to violence while protecting illegal outposts makes a mockery of its commitments, the law, and its security responsibilities. The 23 red dots on this map are not merely geographical markings. They are the signs of a state knowingly sacrificing the rule of law to advance annexation through lawlessness and violence.
