Congratulations to our outgoing Executive Director Caster D. Binion on his recognition before
@PGHCityCouncil this morning.
Mr. Binion's achievements during his tenure (2013-2026) were highlighted in a proclamation sponsored by City Councilman Khari Mosley (@CouncilorMosley), and co-sponsored by the full city council.
"Under Mr. Binion's leadership, the HACP created thousands of new affordable housing units developed through the innovative, award-winning Project-Based Voucher/Gap Financing Program," the proclamation reads. "Additionally, Mr. Binion led efforts to infuse special programming to the HACP's HCV Program, including the successful implementation of the HUD-VASH Voucher Program, which successfully housed more than 100 formerly homeless Veterans."
A U.S. Army Veteran, Mr. Binion served as a paratrooper during Operation Desert Storm before beginning his career in affordable housing.
He was joined by family, friends, long-time colleagues, and many HACP staff members to mark this honor.
"Most of the things we achieved at the HACP is because of the partnerships and relationships in the City of Pittsburgh, which I call ‘Team Pittsburgh,’" he said. "When we got $50 million (Choice Bedford), we competed against 46, when we got $30 million (Choice Larimer/East Liberty), we competed against 46. There are only 2 housing authorities in the U.S. who have received 2 Choice Neighborhoods grants. The result of all of these activities and innovation during the years of my tenure is about $1.2 billion in activities related to housing."
Mr. Binion thanked the mayors, city councils, board members, community partners (especially the @urapgh) & staff who helped bring these achievements to fruition over the years.
"It's been a great ride," he added, quipping it's time for him to now ride the rocking chair.
Congratulations, Mr. Binion! Thank you for everything, & enjoy your retirement!
