Let’s be clear: Manchester City have been found guilty of being the biggest cheats in English football history, and the punishment must fit their crimes. At very minimum, they must be relegated from Premier League and stripped of all fraudulently ‘won’ titles.

I won 2 Premier League titles with Man City. I won 1 Premier League title with Liverpool. Liverpool also finished second to Man City twice while I was a Red. If those titles are stripped from Man City and given to Liverpool, I’ll have 3 Premier League titles with Liverpool and 0 with Man City. So even with Man City's cheating, I am still a 3-time Premier League winner. Result.
