To be completely honest I wouldn't even call it a "partial defund," they just lowered the staffing cap to the amount of officers they already had on payroll and then sunsetted a handful of retiring officers rather than immediately replace them
Burlington VT where I live did a partial defund and the officers basically went into sabotage mode. 911 calls got answered with “sorry we can’t come, we were defunded” and the backlash worked on libs to make them even more supportive of police. We need a plan because every progressive city mayor ends up licking police boot bc they are scared for their lives and just leaving this contradiction unaddressed is opportunistic and unwise
