Transfers aren't great but this proposal seems silly. Why not do the inverse of what's proposed? If "community-based" teams really matter that much to supporters, then lobby for a community-based championship separate from the OSAA championships. As long as teams don't violate transfer rules, the OSAA championships should be competed for by the best teams. It's the state title. It's supposed to be hard. Sports are inherently unfair. I sympathize with coaches who feel hindered by transfers, but building a program starts at the youth level. Create a program kids want to play for.

The ORCA committee continues to pull data using historical roster information provided by the OSAA and is much, much more than what you mention here including that varsity transfers are up 45% in the last 4 years The current rules are no longer enforceable

It’s not meant to curb all transfers and most often transfers happen for the right reason. Allowing 25% of your varsity roster to be transfers and remain eligible for the state playoffs would still allow for those

And for the record, I’m anti super teams. That’s what AAU is for. I just don’t think the justification for this proposal is well supported by the data, other than “we all hate transfers”
