Electricity is 23% of global final energy but delivers 37% of useful energy and powers 46% of the global economy. We don't need to replace all fossil fuels. We need to replace the services. A much smaller task. Great to see @IEA Electrification report finally measure this.

8/9 📄 The second half [📄] examines all 18 MS, assessing their NBRPs and identifying opportunities to strengthen implementation + mobilise investment in 🏘️ renovation. 📄 The full CS contribution is available ec.europa.eu/info/law/better… 🙌🏽 We look forward to your feedback and to engaging in a constructive discussion on how to further advance energy-efficiency financing across the EU.

7/9 🏠 Complemented by MPS, which could help identify renovation needs within mortgage portfolios, such an architecture could support the @EU_Commission’s “simplicity by design” agenda. The CS contribution does not present ERL as the only solution — or as an established facility — but as an option supported by the comparative evidence and worthy of further consideration and development.

6/9 🇪🇺 This points to a clear opportunity: Connect existing capabilities rather than create new parallel structures. A proposed EU Renovation Loan facility, drawing on @EIB Group finance, natl promotional banks and commercial-bank distribution, could help create a simple, scalable financing architecture.

🧵5/9 #MortgagePortfolioStandards (#MPS) is referenced in only 2/18 plans + the #EURenovationLoan (#ERL) appears in just 1/18. But the building blocks are already there! 16/18 NBRPs contain, in full/ in part, elements for both approaches: 🟢EPCs 🟢Guarantees 🟢Blended finance

4/9 🏦 The financial sector already has important foundations: 🔹 @pcafglobal -based financed-emissions accounting: 18/18 MS 🔹 #EUTaxonomy application to residential mortgages: 18/18 🔹 #CRREM-based transition-risk methodologies: 13/18 #PCAF

3/9 📊 Some key findings: 🔹 Only 7/18 Member States have a national promotional bank directly offering residential renovation or energy-efficiency finance. 🔹 @EIB Group engagement exists in all 18, ranging from €336m in Estonia to €10.4bn in Germany in 2025.

2/9 🔎 Our comparative analysis of 18 EU Member States finds a striking picture: The financial, regulatory and data infrastructure needed to scale renovation finance is increasingly in place — but remains fragmented across national markets. #EnergyFinance

1/9 🧵 🙋‍♀️Europe may not need to build a new renovation-finance ecosystem. It may need to connect the one it already has. Today, we submitted its contribution to the @EU_Commission’s Call for Evidence: Housing Simplification Package, examining how the 🇪🇺 can unlock more investment in 🏘️renovation. 👇 ec.europa.eu/info/law/better… #EnergyEfficiency

🎬 And with that, we wrap up the #CleanTechEU thread! Thanks for reading and be sure to follow @ClimateSt for more on how innovation policy meets real-world scale. Stay tuned for the next #CleanTechEU thread on Wednesday, September 23rd

🌳InvestEU already requires implementing partners to conduct project-level DNSH assessments and #SustainabilityProofing. This 2-step approach of exclusion list + assessment where necessary, should be maintained for financial instruments and budgetary guarantees. For ECF grants, lessons can also be drawn from Horizon Europe, ERDF, the European Defence Fund and Just Transition Fund.

2
And what would this mean in practice? 💶 We screened a public sample of 2021–2026 InvestEU and EIB operations against the 18 excluded activities. Our finding: only 3% would need a DNSH assessment against the proposed conditions and exemptions.

3
🚨The proposal adds 12 more non-eligible activities, alongside specific conditions, carve-outs and pre-determined exemptions. These should make applying DNSH easier and more predictable for the future ECF InvestEU Instrument and its private-sector partners.
1
📢 Why does #InvestEU matter? Much of the €234bn ECF will be delivered through financial instruments, including its InvestEU Instrument. InvestEU already uses an exclusion list covering several activities also included in the Commission’s proposed 18-item list.

3
🙋Our new explainer finds the proposal is a positive step that builds on existing #InvestEU practice. Parliament and Council should support the horizontal application of DNSH to the ECF.⬇️⬇️ climatestrategy.es/press/DNS… We hope this work is useful to inform the negotiations in ITRE: @CDU_CSU_EP @YVerougstraete @DanNica514 @BenniScuderi

The Commission proposes an ❌ exclusion list of 18 activities considered to cause significant environmental harm—and which therefore shouldn’t receive support from the next EU budget. As @EP_Industry discusses DNSH in the #ECF, what does this mean in practice?

👉#DNSH is a sound financial management rule to prevent EU funding from supporting stranded assets that undermine Europe’s clean energy and industrial transition. Done well, it can help direct public funding towards #cleantech and breakthrough technologies🏭

Global warming is on track to cross 1.5°C.  Three phases should drive the global response: immediate action, containment, and long-term resilience.  Making that happen will require political will, stronger multilateralism & governance that puts equity and justice at the core: unep.org/resources/limiting-…
