Have you looked into Skyhook? A soldier or CIA agent releases a helium balloon up to 600 feet in the air. A plane hooks the balloon and reels in the operative. Call of Duty has a scene where it's used. Of course the plane would have to descend near the ground.

I don't believe President Trump started out more evil than others. I believe he honestly wanted to do good. But he surrounded himself with evil and eventually convinced himself that he was the Beast. Embraced it. Doomed his children.
