πŸ‡ΊπŸ‡¬ ABEJA SAYS STAFF WITH FORGED PAPERS WILL BE REPLACED Parliamentary Commissioner Susan Jolly Abeja (Otuke District Woman MP) says staff found to have forged academic documents will be replaced, while those whose promotions were accelerated will keep their jobs and be placed in suitable roles. Abeja, who chairs the Commission’s Human Resource Subcommittee, says the aim is to restore harmony at work, arguing that junior staff supervising senior colleagues demoralises staff. Watch here:
Parliamentary Commissioner John Baptist Nambeshe (NUP, Manjiya County) says he highly doubts Parliament’s staff verification will cost anyone a job, pointing to Speaker Jacob Marksons Oboth’s stated wish that staff retain their jobs. Nambeshe says he trusts the Speaker to keep his word. Watch here:

Former Works and Transport Minister Gen (Rtd) Katumba Wamala told MPs his ministry did not have a feasibility study on the digital number plates. He said the name came from a presidential requirement for a tampering alert: β€œAnd that was how it came to be called digital number plates, that it would be able to trigger a signal.”

πŸ‡ΊπŸ‡¬ VIDEO: Former Internal Affairs Minister Maj Gen Kahinda Otafiire said ITMS number plates could be removed while a car kept moving, and describes a test using plates brought to his office. β€œSo if that's what the intelligence transport system is, I'm the monkey.” He cautions that the system may have improved since he left the ministry. Watch here:
Former Internal Affairs Minister Maj Gen Kahinda Otafiire said police and number plate contractor Joint Stock used systems that did not interact during his tenure, and that their traffic-fine arrangements clashed. Former Works and Transport Minister Gen (Rtd) Katumba Wamala told MPs the President had directed government agencies to use one shared system. β€œThe police does not interact with Joint Stock at least when I was still there.” β€œSo the two were crashing.”

πŸ‡ΊπŸ‡¬ IG FIGHTS CORRUPTION WITH 28.2% OF ITS POSTS VACANT The Inspectorate of Government had filled 428 of its 596 approved posts by 30 June 2026, leaving 168 vacant. UBOS projected Uganda’s population at 49.6 million at the same date, about one IG staff member for every 116,000 people. Each of its 16 regional offices has an average of five technical officers covering at least 10 local governments. The IG says this is not sufficient to carry out its mandate at grassroots level, where most complaints are against local governments. It registered 630 corruption complaints in January to June 2026, up from 499 in July to December 2025. The IG asks Parliament to appropriate funds to recruit and retain qualified staff. πŸ‡ΊπŸ‡¬ COSASE Chair Muwada Nkunyingi (Kyadondo County East) asked UNOC yesterday why Uganda’s Kabalega refinery company was incorporated in Dubai when the oil and refinery are Ugandan and government would hold a 40% stake. He sought an explanation of the jurisdiction implications.
πŸ‡ΊπŸ‡¬ UNOC told COSASE yesterday that it was targeting the first quarter of 2030 to commission Uganda’s refinery. A COSASE member questioned earlier assurances of a refinery within one or two years, which he said had been given three or four years ago. UNOC said it was targeting a final investment decision in February 2027, followed by three years of construction.

Building on Day Two’s discussions on legal responsibilities, employment and safety, Day Three in Hoima yesterday gave participants an opportunity to put their questions directly to officials. The panel brought together officials from the Uganda Revenue Authority, Uganda Human Rights Commission, Uganda Registration Services Bureau and National Social Security Fund. Moderated by Jimmy Wamimbi, the Coordinator of the #CivicSpaceInitiative in East Africa, the conversation connected the earlier sessions to the questions civil society organisations faced in their everyday work, including registration, tax obligations, staff contributions and human rights. Participants engaged the officials on these responsibilities and sought clarification on what they meant for their organisations. #CivicSpaceInitiative #CEPAProgramming
