This is the utopian vision.
You should tap up @fuserleer to understand how he has unlocked this achievement. ie Linearly scalable L1, that achieves synchronous atomic composability and commitment across a massively 2^256 sharded network that from a users and developers perspectives behaves as an un-sharded L1.
