Paying for the desktop app works a bit like an invoice.
A stablecoin request gets a random tail, something like 29.004213, so the server can match your transfer. Send that exact amount from the address you entered. Under or over doesn't count.

Busy: median above zero, or p95 above 10,000

On a quiet network all three tiers read 0 and you pay the 5,000 lamport base fee.
