Kerala has an educated female workforce, but are its factory floors open to women?
Despite high literacy rates, women remain underrepresented in Kerala’s workforce, particularly in manufacturing. Regulatory barriers, restrictions on certain operations and the conditions attached to night-shift employment continue to limit their access to industrial jobs.
A new CPPR issue brief, Opening Kerala’s Factory Floors to Women, examines these barriers and proposes reforms to make industrial employment more accessible, workplaces safer and labour regulations more inclusive.

India’s E-Bicycle Regulations: What Has Been Proposed?
India’s regulatory framework for e-bicycles is evolving. On 21 August 2026, the Ministry of Road Transport and Highways published draft amendment rules under G.S.R. 760(E), proposing changes to the Central Motor Vehicles Rules, 1989.
Key proposed changes:
Motor power: Increase the threshold for qualifying two-wheeled battery-operated vehicles from 250 W to less than 600 W (0.6 kW).
Speed: Retain the maximum-speed threshold of less than 25 km/h.
Unladen weight: Remove the existing maximum unladen-weight limit of 60 kg.
What is the timeline?
The draft proposed 1 October 2026 as the commencement date. However, a proposed commencement date in draft rules does not, by itself, bring the amendment into force. As of 14 October 2026, the final notification bringing this specific amendment into force is yet to be issued.
The proposal could have implications for rural mobility, where e-bicycles may offer an affordable and accessible transport option. However, regulatory reform is only one part of the equation. The larger question is whether India’s e-bicycle ecosystem is equipped to meet the diverse mobility needs of rural communities.

Kerala’s labour protection framework faces a critical challenge: protecting workers whose livelihoods are increasingly shaped by shrinking employment opportunities, regulatory constraints and the limited availability of alternative jobs.
In his latest article, The Workers Kerala Does Not See, Dr D Dhanuraj, Founder-Chairman of the Centre for Public Policy Research (CPPR), examines what the CorroHealth layoffs and the decline of Kerala’s private bus sector reveal about the gaps in the state’s labour protection framework.
The article argues for a shift towards worker-centric protection, with portable social security, severance insurance and a stronger employment ecosystem that enables workers to move between jobs without losing economic security.

How do building regulations shape housing supply?
Floor Space Index (FSI), setbacks, road width and building height all play a role in determining how much housing can be developed on a plot.
A new CPPR research report examines these regulations across Kerala, Tamil Nadu and Andhra Pradesh, exploring how different approaches influence buildable space and the potential supply of affordable housing.
The report offers insights into how development regulations can be better aligned with housing needs while maintaining infrastructure standards.

Put the ‘Public’ in ITLA: Move People and Goods, Not Just Plans
India’s transport reforms must go beyond infrastructure planning to address the regulatory barriers that constrain public transport and mobility. In this article, Dr D Dhanuraj, Founder-Chairman, CPPR, examines the need to integrate passenger mobility with logistics, promote competition, and enable greater coordination between the Centre and states.
Read the article to explore how an integrated, open and competitive transport ecosystem can improve connectivity, strengthen logistics and support economic growth.
