The Foundation's Licona Community Health Leadership Award began in 2016 to recognize the late Dr. Virgilio Licona, a physician and activist with expertise in rural health delivery, migrant health, and social justice.
Dr. Licona spearheaded essential conversations about equitable access to health in Colorado. To remember his impact on our communities, The Foundation awards one health advocacy leader in the state each year with $20,000 to donate to a nonprofit working to advance health equity.
Dr. Lilia Cervantes received the Licona Community Health Leadership Award in 2021 for her work addressing structural racism, eliminating unnecessary and systemically-caused health barriers, and advocating for Coloradans who experience the greatest needs.
Bernadette Cuthair was the 2022 recipient of the Licona Community Health Leadership Award for her steadfast work to bring equity and health access to her community — the Ute Mountain Ute Tribe.

ALT The health of a community – mind, body and spirit – relies on our ability to work together for the benefit of the Nuchu (people) today, tomorrow and for generations to follow. Of all the projects I’ve led, those where people rallied around a common cause were most successful. We are all stronger united. A Quote by Bernadette Cuthair, the 2022 Recipient of Dr. Virgilio Licona Community Health Leadership Award
As an instrumental tribal leader, Bernadette has used her platform to generate over $108 million in funding and 800 new jobs over the past 10 years, making her a powerful on-the-ground changemaker.
Each year through the Dr. Virgilio Licona Community Health Leadership Award, we recognize one Coloradan who is tackling significant community health barriers and advancing health equity in Colorado, especially in communities that have historically had less power and/or privilege.
On October 23, The Foundation will present this award to Tara Bay, the Adelante Family Resource Center director in the San Luis Valley.
