CDD-Ghana's latest Policy Brief, “Reforming Article 78(1): Why the Proposed Discretionary Hybrid Is Not the Answer,” examines the Government's proposal to make the appointment of Members of Parliament (MPs) as Ministers discretionary rather than mandatory. The brief argues that simply changing the requirement will not address the underlying challenges of executive-legislative fusion. Instead, CDD-Ghana calls for strict separation of ministerial and parliamentary office, while allowing MPs to resign their seats to accept ministerial appointments. Speaking on different panels, they highlighted two critical priorities for safeguarding Africa’s elections: harnessing AI to strengthen electoral integrity and addressing the growing influence of money in politics. As elections across the continent become increasingly shaped by technology and political finance, stronger safeguards, effective regulation and greater accountability are essential to protecting the integrity of democratic processes.
