Congress Is In Full Meltdown Over UPI MDR, With Rahul Gandhi Alleging That The Move Is The Result Of American Pressure. But the parliamentary record tells a rather different story. The Standing Committee on Finance had already examined the long-term viability of the zero-MDR model and flagged concerns about its financial sustainability. It called for a viable revenue mechanism so that UPI could remain sustainable without placing a permanent burden on the government exchequer. And this wasn’t some BJP-only discussion. The Committee included 13 Opposition MPs, including six from Congress : Gaurav Gogoi, K. Gopinath, Kishori Lal, Manish Tewari, P. Chidambaram and Pramod Tiwari. The other Opposition members included MPs from SP, DMK, RSP, TMC, YSRCP and AAP. The parliamentary record confirms the participation of several of these Opposition members in the Finance Committee. P. Chidambaram former Finance Minister and one of Congress’s senior economic voices was also a member of the Committee. So the question is simple: if the sustainability of zero-MDR was already being examined in Parliament, where was this outrage then? Discuss the sustainability challenge in Parliament, then blame “US pressure” when a pricing framework is eventually introduced. WHY MDR ON LARGE MERCHANT TRANSACTIONS MAKES ECONOMIC SENSE—AND LET’S DO THE MATH .@narendramodi Ji, .@nsitharaman Ji, ur attention is requested as I'm also presenting an alternative to present MDR that has created lot of confusion among UPI users. 👉WHY IS MDR NECESSARY? UPI has grown from a digital-payment experiment into critical national infrastructure. Billions of transactions every month mean continuous spending on technology, cybersecurity, fraud prevention, system resilience, capacity expansion and maintenance. A system of this scale cannot depend indefinitely on Govt support alone. A sustainable revenue mechanism is therefore necessary to ensure that UPI remains secure, reliable & capable of handling Bharat's next phase of digital-payment growth. 👉New framework is designed to protect ordinary users: P2P = FREE Consumer pays = ₹0 UPI payments up to ₹2000 = FREE ~96% of P2M transactions = unaffected MDR applies only to specified merchant transactions above ₹2000, at 0.4%, with ₹300 cap for transactions > ₹75000 👉Now, let's DO MATH. BASE 1 — HOW BIG IS UPI? FY 2025-26: • 24162 Crore transactions • ₹314.23 Lakh Crore total transaction value • Approx 6.5 Crore UPI MERCHANTS These numbers show enormous scale of infra being operated. 👉BASE 2—WHAT TRANSACTIONS ATTRACT MDR? The new framework applies 0.4% MDR to specified P2M transactions above ₹2000. P2P✓FREE. Payments upto ₹2000✓FREE. Small merchants covered under zero-MDR framework✓FREE. Only about 4% of merchant transactions expected to attract MDR, approx 96% remain unaffected. Now let's calculate the potential pool. P2M transactions represent approx 29% of UPI's total transaction value. ₹314.23 lakh crore × 29% = ~₹91.1 lakh crore P2M value If approx two-thirds of P2M value comes from transactions above ₹2000: ₹91.1 lakh crore × ⅔= ~₹60.7 lakh crore Apply standard 0.4% MDR: ₹60.7 lakh crore × 0.4%= ~₹2,430 crore So, on simplified basis: THEORETICAL ANNUAL MDR POOL ≈ ₹2430 CRORE Some current-run-rate estimates put theoretical pool closer to ₹2800–₹2900 crore. MDR is distributed among participants in payment ecosystem—incl banks, payment service providers & UPI application providers. 🔥NOW COMES INTERESTING QUESTION👇 👉WHAT IF NPCI SIMPLY CHARGED ₹300 PER UPI MERCHANT PER YEAR? UPI merchant base is approx 6.5 Crore. 6.5 Crore × ₹300= ₹1,950 CRORE PER YEAR Individual users = ₹0 P2P & P2M transactions = ₹0 No % charge on large merchant transactions. No MDR calculation on every eligible payment. Simply: 6.5 CRORE MERCHANTS × ₹300 = ₹1,950 CRORE/YEAR Now compare this with available cost estimates. An external analysis estimated UPI infra costs at around ₹500 Crore annually. This is an estimate, not an officially disclosed UPI-only cost. Therefore: ₹1,950 Crore merchant fee ÷ ₹500 crore estimated UPI infra cost = ~3.9× 🔥In other words, even simple ₹300 annual merchant contribution would theoretically generate almost 4 times that estimated UPI infra cost + NO CONFUSION CONgress' efforts to derail Bharat's Digital Infra bite dust. 👉BIG PICTURE Current MDR model potentially creates a larger gross pool, but money is distributed across payment ecosystem & actual collection will depend on transaction behaviour, exemptions and caps. A flat ₹300 annual merchant model would be: Simple. Predictable. Merchant-funded. ₹0 for individuals. 2 models aren't economically identical—one charges according to transaction value, while other charges based on merchant participation. But if objective is to make UPI financially sustainable while keeping ordinary citizens' payments completely free, ₹300-per-merchant model is certainly a calculation worth putting on table. Debate should therefore be about which revenue model best sustains Bharat's digital-payment infra while protecting consumers & small merchants—not about misleadingly calling MDR a "UPI tax" on ordinary citizens as Rahul Ghandy is saying.

Why am I an admirer of Prime Minister @narendramodi ? As an Indian Kashmiri Muslim, I had sadly made peace with the fact that violent stone pelting clashes by youngsters of Kashmir with security forces would be a reality that would never end in my lifetime. Every year, during my visits to Kashmir from 2010 to 2019, I would hear, read and passionately debate about the senseless deaths due to this phenomenon that was normalized in the Kashmiri society pysche. Politicians would do their politics over the dead bodies of the children of lesser Allah, Separatists would use them as weapons to shame the Indian state and Pakistan would be thrilled to show the World how India was oppressing the Muslims of Kashmir, denying them their rights to this macabre dance of death and celebration of martydom. The overall society would act as rank hypocrites,as their own children stay nestled in lives of luxury both within Kashmir and in rest of India, while they in their moment of euphoria backed the children of their helpers, their drivers to pelt stones at fellow Kashmiris in uniform, so that 'Azaadi'(of Pakistan) could be sustained. I would get into heated arguments every now and then in the extended family gatherings, with strangers on the internet and hopelessly try to make them see their hypocrisy. Beyond a point, they had no answers to my questions, when I would ask them why their children were not on the streets, engaging in pitched battles with security forces. So gradually most people who knew me in Kashmir decided not to bring up this topic with me and instead chose to address me as Indian agent. This period of 2010 to 2019 also exhausted me, since the arguments beyond a point felt pointless. So in the later half of this decade, I just made grudingly peace with the fact that the society is not going to change, since everyone was now viewing this as normal, and it was now an industry for the players involved in this conflict. Then came the events of 2019, August 5, which now the entire world knows(especially Pakistan). Since then, till today, on his 76th Birthday, for 7+ years, there has not been a single day when the mother of a child of a lesser Allah has lost the noor of her eyes. Stone pelting has been eradicated. Compare that to 13,000 instances of stone pelting between 2010 to 2019, which by the way, had on some days even become a part time sport. So Kashmir lost the lives of 300 plus youngsters, under the age of 25 in stone pelting clashes between 2010 to 2019 and post Modi's August 5 decisions, not 1 has died and the industry of death and gloom has been shut down permanently. The man who is accused by his opponents for being anti Muslim has saved 250 Indian Kashmiri Muslim children's lives till date, a fact which cannot be denied. Because if 300+ died from 2010 to 2019, 300 in 9 years and had Modi not changed Kashmir's state apparatus forever on August 5,2019, we would have lost another 250 in 7 years from 2019 to 2026, if we go as per the average of those 9 years. If someone is accused of being anti-Muslim and his actions ensure that till date in 7 years, 250 Muslim children have been saved from death, then one needs to ask oneself is their hate for him more than the love for their children? But it’s the personal moments I treasure. Sharing an ice cream with you. Watching you laugh with my then coach, Park, and knowing he would remember it for the rest of his life. You have an innate ability to make people feel warm, welcome and loved. I remember your hour-long conversation with my husband, Datta, about identifying unique citizen records, or “golden records” at 10:30 in the night. Back in the car, he couldn’t stop wondering how the Prime Minister knew so much about such a deeply technical subject. Your curiosity stayed with him as much as your warmth. Happy birthday to our beloved Prime Minister, Shri Narendra Damodardas Modi ji. Let me tell you a true story from a train journey in 1990. Two young Railway probationers from Assam were travelling from Lucknow to Delhi. The journey had already turned into a nightmare the previous night when two politicians with a group of unreserved passengers had forced them out of their reserved berths, leaving them frightened and humiliated. The next night, they boarded an overnight train to Ahmedabad. This time, they had no reservations. They had been waitlisted, and the train was packed. They approached the TTE of the train and explained that they had to reach Ahmedabad. The TTE tried to help and took them to a bogie which was already full of passengers. The two young women were nervous when they saw their potential co passengers. But two men immediately made space for them and welcomed them warmly. A middle aged man and his younger companion. They all sat side by side as the train compartment was packed. The conversation soon turned to History and Politics. One of the women, a postgraduate in History, spoke about the formation of the Hindu Mahasabha and the Muslim League. Then the younger woman of the two, mentioned Shyama Prasad Mukherjee and the mystery surrounding his death. The quieter, younger man, who till now had only listened and spoken very frugally, suddenly looked interested and asked : "How do you know about Shyama Prasad Mukherjee ?" She explained that her father had been a postgraduate student at Calcutta University, where Mookerjee was the Vice Chancellor, and that he had once arranged a scholarship for her father. The young man then quietly remarked that it was good that they knew so many things. She noticed that the young man, rarely spoke. He mostly listened with great attention. Later, when the TTE said that he could not arrange berths for them because the train was completely packed, the two men simply stood up. "It's okay, they said. We'll manage." They spread a cloth on the floor and went to sleep there, giving their berths to the two young women. When food arrived, the younger of the two men, paid for all four of them. He treated the gesture as though it were nothing. As the train approached Ahmedabad the next morning, both men asked about their accommodation. The senior man told them that if they faced any problem, the doors of his house were open to them. The younger man, with a quiet concern on his face, added that he was like a nomad and did not really have a proper home to invite them to, but they could accept his companion's offer of safe shelter. Before getting off the train, the women asked their names again. They did not want to forget the names of the two strangers who had shown them such courtesy, offered their seats, a meal and shown such kindness and consideration on a journey far from home. The names she wrote down were : Shankersinh Vaghela and Narendra Modi. Years later, Leena Sharma, the women who had travelled with Narendra Modi on that fateful day, wrote that whenever she saw Narendra Modi on television, she remembered that warm meal, his sleeping on the floor on a cloth, that gentle courtesy, caring and sense of security they had received that night on the train from him. At the time of the writing of this story, Leena Sharma was the General Manager of the Centre for Railway Information System. Happy Birthday PM Narendra Modi ji. May you always be remembered not only for the office you hold, but also for the small acts of kindnesses, people remember decades later. 🇮🇳🙏

Before Congress turns UPI MDR into another “Modi surrendered to America” story, it must examine the parliamentary record. The Standing Committee on Finance had already raised concerns about the long-term financial sustainability of the zero-MDR model. The Committee noted that the ₹2,000 crore allocation for 2026–27 covered only around: 11% of the industry’s actual costs. 14% of potential MDR collections. This created a structural funding gap that could affect future investment in UPI infrastructure. The Committee recommended exploring a “self-reliant, tiered revenue model” to ensure UPI’s financial sustainability. It also stated that if MDR remained absent, adequate budgetary support would be required—continuously burdening the public exchequer was not sustainable. The Committee included 13 Opposition MPs, including six from Congress: Gaurav Gogoi K. Gopinath Kishori Lal Manish Tewari P. Chidambaram Pramod Tiwari Opposition members from the SP, DMK, RSP, TMC, YSRCP and AAP were also represented. Former Finance Minister P. Chidambaram was himself a member of the Committee examining this issue. Yet Rahul Gandhi now claims that the discussion around MDR emerged because PM Modi “bowed before America”. Congress cannot participate in a parliamentary examination of UPI’s sustainability and later manufacture an “American pressure” conspiracy for political convenience. This is not economic reasoning—it is political hypocrisy.

Islam forbids any loyalty or allegiance except to Islam. You obey Allah. You follow whoever represents Islam; a caliph, a movement, a bloc. You serve the ummah.
