Dear Friends,
As it has been for the last 25 years the main issue in this election is stopping overdevelopment. Overdevelopment has taken a heavy toll on Scottsdale's special character and high quality of life. Clogged roads, blocked views, higher taxes, overburdened infrastructure and now threats to our water supply have been the legacy of the overdevelopment previous City Council majorities have approved.
There is plenty of evidence residents want overdevelopment stopped. Almost 27,000 Scottsdale citizens signed our petition to refer the awful Axon apartment project to the ballot. Reliable polls show 70% of Scottsdale citizens want overdevelopment halted. Most telling, in the latest city elections candidates who supported overdevelopment were thrown out of office.
So why has overdevelopment persisted? Because many candidates were elected to Council on a platform of opposing overdevelopment, but when they got into office, they stabbed voters in the back by voting to approve thousands of water-guzzling, traffic-clogging view-blocking apartments!
That is exactly what will happen if Zubia is elected to Council. He has previously been a proponent of massive overdevelopment but has realized that position will not get him elected in 2026. So, he now claims to oppose more development in Scottsdale.
Don't believe it, because if you look at what Zubia does as opposed to what he says you see his sudden conversion to opposing overdevelopment is not real:
He took a $5,000 campaign contribution from an Axon executive just days after he proclaimed there was no money from Axon in his campaign war chest. He also took an $8,000 contribution from the REALTORS of Arizona PAC.
He continues to not only support but to applaud the Axon apartment approval which, among other outrages, waived Axon's water requirements—enough for 12,000 single family homes—which will leave less water for every other Scottsdale resident.
He literally blames Scottsdale citizens for, in his words, forcing Axon to go to the legislature to negate citizens' legal petition to put this development on the ballot! Clearly, he thinks Axon's interests are more important than the interests of Scottsdale residents!
His major supporters consist mostly of former Councilmembers who between them have approved literally thousands of new apartments!
Bottom line, if you elect Zubia to the City Council he will support the interests of developers over the interests of you, the citizens of Scottsdale.
Zubia also claims that electing him will protect Scottsdale's water future. Again, don't believe him. His claims regarding our water supply are nothing more than election-season fearmongering and spin! The truth is Zubia and his development-loving buddies are the real threat to Scottsdale's water security. Our water department – the best in AZ – does a fine job of providing water for current businesses and residents. But even they cannot magically find enough new water sources to support unlimited future development, which is what we will get if Zubia is elected to the City Council.
But the biggest threat to Scottsdale's special character and high quality of life is low voter turnout! Right now, voter turnout in this election is looking to be low. Please don't let your voice on the future of Scottsdale be silent - make sure you turn in your ballot in time for it to be counted. If your vote isn't counted the bad actors will win by default, and our beautiful city and our residents will suffer for it.

Don't let Zubia and his developer-loving buddies destroy Scottsdale's special character and high quality of life. Instead vote for Barry Graham and Michelle Ugenti-Rita to Keep Scottsdale Special!
For years overdevelopment has taken a heavy toll on Scottsdale's special character and high quality of life. Clogged roads, blocked views, higher taxes and overburdened infrastructure have been the legacy of the overdevelopment previous City Council majorities have approved. and Scottsdale residents are tired of it. Even more, they are really tired of City Council candidates who run for election claiming to be resident friendly and then, once they take office, turn out to be total developer toadies!
If you are one of the large majority who want overdevelopment stopped you have an opportunity in the upcoming election to do something about it! There are three candidates running for two seats on the City Council. One candidate, Raoul Zubia, has firmly aligned himself with the developer establishment. If he is elected to Council he will join the three current pro-development Councilmembers to form a solid pro-overdevelopment voting bloc which will make the apartment tidal wave of the last ten years look puny by comparison!
Fortunately you have an alternative - there are two proven candidates running who have a track record of opposing overdevelopment, Council incumbent Barry Graham and former State Senator Michelle Ugenti-Rita. If you turn out to elect these two candidates you can stop the overdevelopment runaway train, at least for the moment.
We at Keep Scottsdale Special will be working hard to elect Barry Graham and Michelle Ugenti-Rita and to defeat Raoul Zubia. But we need your help now more than ever to get our message out to Scottsdale voters. While money is tight we need whatever you can give to offset Zubia's special interest dollars. Find out how to donate to our campaign on our web site at keepscottsdalespecial.org.
One very important thing you can do to help is to spread the word about the upcoming election. Please talk with your family, friends and neighbors in Scottsdale who are concerned about the direction the current City Council majority is taking our beautiful city. Ask them to support Barry and Michelle. A recommendation from a trusted friend or relative is worth far more than any mailer or robocall. Call or email your contacts to let them know why you support Barry and Michelle, and post those reasons to your Facebook, Twitter, Instagram and other social media accounts. Feel free to use any of the material on this Facebook page or on our web site.
Dear Friends,
Today I made the difficult and personally painful decision to withdraw from the City Council race and return to my position as the Chairman of TAAAZE (Taxpayers Against Awful Apartment Zoning Exemptions). I made this decision based on the results of the recent primary election and the effect those results have had on the Scottsdale political landscape. My departure from the campaign leaves two strong opponents of overdevelopment in the race who I am confident will capture the two remaining seats on the City Council while leaving me free to battle the awful Axon apartment development on the legal and political fronts.
This change literally gives us more "boots on the ground" in the fight to Keep Scottsdale Special! You should have no concern I will slack off on the fight against overdevelopment as I will be working harder than ever to win that fight!
Since this will be my last campaign email I want to thank all of you who supported me in the campaign and especially to thank the 22,091 Scottsdale citizens who voted for me. I appreciate all of you so much!
THANK YOU SCOTTSDALE VOTERS! Thank you for advancing my candidacy to the General Election in November. Stay tuned for announcements and updates on how we move forward. boblittlefield.com

Dear Friends,
Just a few days ago I said to my subscribers this election has become the dirtiest, nastiest campaign I have seen in my 20+ years of involvement in Scottsdale politics. That's bad enough, but just in the last few days the campaign by the lovers of overdevelopment to defeat Barry Graham, Michelle Ugenti-Rita and me has actually become worse! Incredibly, over the last few days the lies about us have become more numerous, more outrageous and more personal.
Why are our opponents sinking so low? Because they know they can't beat us on the issues - on the issues we are right where the vast majority of Scottsdale voters are, against overdevelopment! So, their only hope of winning is to barrage us with negative campaign ads and hope some voters fall for them.
As I said in my last newsletter, I believe the voters of Scottsdale are savvy enough to see through this dirty, ugly campaigning. After all, in 2024 Scottsdale voters fired all the Council incumbents and challengers who supported overdevelopment. So, I am optimistic the voters will make the right choices again in 2026.
But there is one thing that could hand the bad actors a victory - low voter turnout! Right now, voter turnout in this election is lower than in previous primary elections. Please don't let your voice on the future of Scottsdale be silent - make sure you turn in your ballot on time for it to be counted. If your vote isn't counted the bad actors will win by default, and our beautiful city and our residents will suffer for it.
It is now too late to mail back your ballot. To insure it is counted you will need to either take your mail in ballot to an early vote center or vote there in person by 7 PM on Tuesday, July 21st!

I hope when you do turn in your ballot one of the names you voted for will be mine. For twelve years I served on the City Council and have a consistent record of fighting overdevelopment. And in the last ten years as a private citizen, I have been involved in every major resident-driven battle to keep Scottsdale special. Bottom line, I am the proven commodity you can trust to stay true to my resident-friendly promises once I get in office!

Dear Friends,
During the last 20+ years I have waged eight campaigns for City Council and Mayor for Kathy and me. Each of them had some level of lying and personal attacks directed against us. Even Councilwoman Kathy, whose record re-election victory in 2022 showed how popular she is with the voters, was subjected to lies and personal attacks from special interests who didn't want her on the City Council.
At the beginning of this election cycle, I predicted Axon would fund a negative campaign against those candidates who opposed their massive apartment complex proposal. Well, that prediction has come true beyond my wildest expectations. This year Axon is spending lavishly (over $1M on street signs, mailers, social media ads, and even cable TV spots) to defeat Barry Graham, Michelle Ugenti-Rita and me because we opposed their plans to build the largest apartment complex in city and state history—a request that has nothing to do with their being able to build their previously approved corporate headquarters. In addition, the viciousness of the personal attacks against us in this current campaign has lowered the bar for civility and honesty to new depths.
Nobody (including me) likes being publicly insulted, especially at this scale. But I believe the voters of Scottsdale are savvy enough to see through this dirty, ugly campaigning. After all, in 2024 Scottsdale voters fired all the Council incumbents and challengers who supported overdevelopment. So, I am optimistic the voters will make the right choices again in 2026. Scottsdale voters have learned the hard way that it matters more than ever who you elect to City Council! if Axon defeats the candidates who told them “No,” Axon will NEVER hear “No” from the Scottsdale City Council again!
That's why, if you want to preserve Scottsdale's special character and high quality of life, I ask for your support in the upcoming city election. For twelve years I served on the City Council and have a consistent record of fighting overdevelopment. In the last ten years as a private citizen, I have been involved in every major resident-driven battle to keep Scottsdale special.

Here is my take on Short Term Rentals in Scottsdale. Spoiler Alert - I oppose them! youtu.be/wm8ZmHTIooY
At the beginning of this election cycle, I predicted Axon would run a negative campaign against those candidates who opposed their massive apartment complex proposal. As long as I remained chairman of our Taxpayers Against Awful Apartment Zoning Exemptions (TAAAZE) political action committee, which was formed to put Axon’s massive apartments to a public vote and has subsequently sued to stop the plan on multiple levels, TAAAZE could not engage in the City Council races because doing so would violate campaign laws governing independence and coordination. This is why I am stepping down as Chairman of TAAAZE, effectively immediately. TAAAZE will remain in good hands under the chairmanship of experienced elections lawyer Tim La Sota.
The big lesson here is it matters more than ever who you elect to City Council! The whole reason we are in this mess is because in 2024 five Councilmembers (Whitehead and lame ducks Janik, Durham, Caputi and Ortega) went back on their campaign promises to be resident-friendly and approved the largest apartment complex ever proposed in the entire state, despite massive opposition from Scottsdale residents! Bottom line, if Axon defeats the candidates who told them “no,” Axon will NEVER hear “no” from the Scottsdale City Council again!

Dear Friends,
For 25 years, overdevelopment has been the dominant issue in Scottsdale elections — and the biggest threat to our city’s character and quality of life. Clogged roads, blocked views, higher taxes, and strained infrastructure are its lasting legacy. In 2024, voters delivered a clear message by rejecting every pro-overdevelopment candidate: Ortega, Durham, and Caputi were defeated, and Janik didn’t even run.
Yet incumbent Councilmember Solange Whitehead, along with 2026 challengers Raoul Zubia and Ethan Knowlden, continues to support more overdevelopment — especially the controversial Axon apartments. Whitehead has voted for the project eight times and even received a $5,000 contribution from an Axon executive!
Unable to win honestly on their real platform (more apartments), Whitehead, Knowldon and Zubia are now depending on their patron Axon to defeat Barry Graham, Michelle Ugenti-Rita and I - the only Scottsdale City Council candidates in this election who stood up for you to oppose Axon's massive apartment complexes - by spending literally hundreds of thousands of special interest dollars to run attack ads against the three of us.
Since Axon got all they asked for (and more) from Whitehead, Ortega, Durham, Caputi and Janik, you might wonder why they are working so hard to literally buy our City Council? Because they want more! Bottom line, if Axon defeats the candidates who told them “no,” Axon will NEVER hear “no” from the Scottsdale City Council again! If Axon manages to defeat us their current approval for 1200 units will magically revert to what they originally requested, 2500 units. Or even more - the sky will become the limit on how much they will be allowed to build!

Unlike other Valley cities, Scottsdale is not raising property taxes on residents.🏡
As a CPA who puts taxpayers first, I’m proud that my colleagues unanimously voted to reject the automatic hike.
Thanks to City Manager Greg Caton and his team for finding efficiencies and optimizing spending, the City Council was able to provide relief to local families facing high gas prices and inflation headwinds.
I appreciate my colleagues standing with our residents.🏜️

Did you know Axon's original apartment proposal in Scottsdale called for 2,500 units? 🏢🏢🏢
It dropped to 1,900, then 1,200—And Solange Whitehead voted for both.
Here’s the reality: if Axon’s executives can defeat those of us standing in their way, they can simply file another application and push it right back up to 2,500 units or more.
Is that why their front groups are blanketing Scottsdale with lies about me?
@BobLittlefield @MichelleUgenti
I just received word I have been endorsed for re-election to the Scottsdale City Council by the Scottsdale Fire Fighters Association. Coupled with my earlier endorsement by the Police Officers of Scottsdale Association I now have a clean sweep of the public safety endorsements in this election. This is important to me because, while we argue about many issues in this city everyone agrees public safety is job #1 of city government!
