The handbook identifies transferable actions that should be considered by CBA leaders when developing & implementing maritime security CBAs in the region and provides policy recommendations for those seeking to pursue a more coordinated approach to Indo-Pacific capacity building.

The final section turns to policy-level CBA planning issues and examines how CBAs can be made more effective at the interface between policy and practice.

Part B provides guidelines for implementing maritime security CBAs by learning from the fields of international education and training, intercultural communication, and programme evaluation to aid practitioners in developing educationally sound CBAs.

It discusses the challenges and limitations that prevent capacity-building optimisation and reviews previous studies of maritime security capacity-building to catalogue best practices.

Part A lays the foundations by synthesizing information from published sources including academic reviews, practical guides, and government publications to provide an overview of the current state of maritime security CBAs.
This special issue of Maritime Affairs with @ycapsjapan serves as a handbook that provides a best practice guide for maritime security Capacity-Building Activities (CBAs) across the Indo-Pacific.

It is suggested that a new 3-R’s framework be established for responding to this human and labour rights crisis, which should embrace a normative, goal-oriented mandate based on resilience, rights and remedy.
and second, responses appear siloed, demonstrating little insight into the ways prevention, protection and justice are interconnected domains of policy and action.
In evaluating the effectiveness of current 3-P's responses, a 2-fold argument is advanced in the paper: first, a knowledge gap between state & institutional responses to the problem of trafficking at sea persists, with many responses lacking a sufficiently robust evidence base;
The paper focuses primarily on how these responses intersect with the situation of migrant fishing crews from Southeast Asia and draws selectively on an ongoing study of migrant fishers from Cambodia, the Philippines and Indonesia.
This issue adopts a human security centred framework to critically examine current prevention, protection and justice (prosecution) responses (the ‘3-Ps’ framework) to the emerging blue security concern of human trafficking at sea.
