Until now, a hard fork meant new code and a vote to turn it on. This time that's not enough. Dijkstra brings new protocol parameters, and our current Constitution has no idea they exist. If we upgrade without fixing that, we get new features nobody is allowed to adjust. So the Constitution has to change alongside the protocol. That's CAP-12. The part I find interesting is that this isn't just paperwork. Every new parameter has to be put somewhere, and where it goes decides who has a say over it later. DReps only, or DReps and SPOs. That's a real choice, one that can be influenced now. It's in consultation on the CAP Portal. Read it, poke holes in it, leave a comment: cap.intersectmbo.org/#/detai…

🚨 URGENT SPO ACTION REQUIRED 🚨 Please cast your SPO vote for governance action "Update Constitutional Committee 2026" before Epoch 652 ends. ⏰ Deadline: Last block of epoch 652, prior to 21:44 UTC on September 1 (🇯🇵 06:44 JST on September 2), 30 hours from now. 🔗 Action Details: cardanoscan.io/govAction/gov… 💻 CLI Voting Command: ``` cardano-cli latest governance vote create \ --yes \ --governance-action-tx-id "729daaf2f9f89f842a61f6e3ebf7e57d16d6fa4116e29c13114780cb39090850" \ --governance-action-index 0 \ --cold-verification-key-file cold.vkey \ --out-file gov-action. vote ``` (Use --no or --abstain instead of --yes as you see fit) ➡️ Then submit the vote in a transaction as usual. Why your vote is important: 🧑‍🤝‍🧑Quorum Risk: 4 Constitutional Committee (CC) seats expire in Epoch 653. Without replacements, the CC drops to 3 members—falling below the 5-member minimum quorum. ⛔️Governance Gridlock: Without a functional committee, governance halts entirely. Treasury withdrawals, parameter changes, hard forks, and constitutional amendments will freeze. 🗺️ Roadmap Impact: An active CC is mandatory for the Dijkstra rollout and Leios. For example, a Proposal to update the Constitution to include all the new protocol parameters for Dijsktra era is planned on the next few weeks. It cannot proceed without a CC. Your vote directly keeps this timeline on track. Thank you for your support! 🙏

DReps and SPOs: 7 days remaining ⏳ Cardano governance is driven by DReps, Stake Pool Operators, and Constitutional Committee, with different actions requiring different voters. Two actions expiring September 1 require separate approval from both DReps and SPOs: 🔹 Update Constitutional Committee 2026 🔹 minPoolCost and Plutus memory limits update For these actions, DRep >67% and an SPO threshold >51% is required - documentation available to support SPO voting can be found 👇️ developers.cardano.org/docs/…

The governance action to update the Constitutional Committee expires in 8 days. With only 11% Yes from SPOs and 41% from DReps, there is a real risk it won’t pass. The striking part is that those who have voted are overwhelmingly in favor. So what’s holding participation back? Timing? Governance fatigue? Technical issues? This isn’t a treasury withdrawal where ratification primarily benefits the submitter. It’s a necessary step to keep almost all of Cardano governance functioning. I’m not telling anyone how to vote. But if you don’t want to see Dijkstra potentially delayed, Ikigai face another failed ratification and more, please participate. This is a responsibility we all share.

EMURGO & Yoroi DRep Update: Upcoming Changes to Our DReps As we continue to support affected users of the @secondfiapp security incident and make further progress towards the recovery phase, we want to give notice of two governance decisions: our immediate resignation from the @IntersectMBO board and our intention to de-register our DRep role in Cardano governance in due course. Both decisions reflect our focus on directing our full attention and resources toward the recovery effort and ensuring affected users are properly supported through this process. We recognize that our seat on the Intersect board and our DRep role each represent meaningful responsibilities within the Cardano governance ecosystem and we do not take the decision to step back from either lightly. When you migrate your wallet, it will be automatically undelegated from both your stake pool and your DRep. You will then be free to choose a new DRep that best represents you. We will share full guidance, including timing, as the migration tool launches.

For almost a year, I have been building a simpler and more dependable way for applications to respond to activity on Cardano. Today, I am incredibly proud to release OgmiosDotnet.BlockchainEvents v1.0.0. BlockchainEvents is an open source transaction filtering, pub sub and event delivery layer for Cardano. It connects to Ogmios, evaluates every transaction against completely customisable rules, and emits only the activity an application has chosen to receive as standard CloudEvents. The rule engine can be shaped around almost any requirement. An application or applications can listen for activity involving a particular address, asset, policy, smart contract, governance action, treasury withdrawal, metadata value or DEX transaction. Builders can also create entirely new rules around their own domain logic. A project can operate one BlockchainEvents instance and allow many different applications to subscribe to the specific Cardano events they care about. A wallet could subscribe to address activity. A governance platform could subscribe to proposals and votes. A DEX service could subscribe to swaps involving selected assets or contracts. The blockchain connection, transaction processing and event infrastructure are shared, while each application receives its own relevant stream of events. This can remove considerable duplication across a project, reduce infrastructure costs and give development teams one dependable event layer to build around. Consumers can be as simple as an HTTP endpoint. When a transaction satisfies a rule, BlockchainEvents transforms it into a CloudEvent and automatically posts it to the subscribed application. Events can also be consumed through gRPC and server sent events. This allows applications to use Cardano data exposed through Ogmios without installing an Ogmios SDK, tracking a particular SDK version, maintaining their own WebSocket connection or implementing the chain sync protocol themselves. Delivery is backed by a durable queue. When a consumer becomes unavailable, its events remain waiting. Once the application returns, delivery resumes automatically. Applications can restart, deploy or experience a temporary outage without immediately losing the Cardano activity produced while they were offline. It is also extremely fast. During a full local Docker stress test, the pipeline processed more than 1,100 transactions per second through the rule engine, CloudEvents transformation, pub sub and durable queue, with approximately one millisecond p99 processing latency and zero failed emissions. The entire stack can be deployed through Docker across cloud providers, infrastructure providers and self hosted environments, while the underlying queue and delivery architecture remains abstracted from the applications using it. This project was funded through Catalyst Fund 14 after receiving 197 million ADA in yes votes across 420 votes cast. I am deeply grateful to everybody who voted for the proposal, followed the development, tested the releases, shared feedback or supported both me and this project over the past year. A great deal of work has gone into reaching this point, and I am genuinely excited to see what Cardano builders create with it. Further technical details, reliability results and the Minswap implementation are included below. Repository: github.com/ItsDaveB/OgmiosDo… Release: github.com/ItsDaveB/OgmiosDo… The possibilities from here are endless, this brings industry standard event driven architecture right to Cardano.

Adoption. Adoption. Adoption. We all know Cardano needs more adoption — but what does our plan actually look like? - Building safer, faster, better technology? Essential. - Making life easier for developers? Absolutely. - DeFi, interoperability? No argument there. But technology alone is not a plan. Who are we building for? What unites us while preserving decentralization? How are we adapting to market shifts and emerging opportunities? As @phillip_pon recently put it: "Institutional/enterprise is the future of web3. Retail, historically the leader, is now a follower. Institutional adoption is everyone — the large banks, asset managers, insurers. If we don't have native integrations, they simply will not build on Cardano." I fully agree. Through institutional adoption, we can bring the real benefits of blockchain and decentralisation to the masses. Stablecoins and cross-border payments are the obvious starting point. The next wave will likely come through seamless UX/UI — onboarding people who don't even realise they're using blockchain. My conviction: within 5–10 years, blockchain will be invisible infrastructure that delivers value to every person on the planet, whether they know it or not. Think about the internet. We needed the infrastructure first — connectivity, speed, better hardware. That was the baseline. But then came the applications, and with them, an entirely different mindset: user-first, enterprise-focused, industry-disrupting. Blockchain is at that same inflection point. The Product Committee did a great work in 2025 establishing a vision, mission, and north star KPIs — a strong foundation for direction. Through collaboration with the GMC and Product Committees, we identified two areas where the ecosystem can meaningfully improve: 1. A Vertical Strategy Rather than spreading efforts thin, we need focused investment in areas where Cardano has a genuine strategic advantage — Bitcoin DeFi and government solutions are prime examples. Each vertical should have: - A disruptive solution addressing a massive, real-world problem - Dedicated tech infrastructure and tooling (across multiple Cardano teams) - A clear go-to-market strategy - World-class partners ready to scale - KPIs aligned with the Cardano 2030 roadmap - Multiple dApps delivering solutions across vertical use cases *Both the Orion Fund and Service Plan have independently identified vertical focus as critical to their success. 2. Lead Generation & Enterprise Onboarding A coordinated lead generation layer would allow the ecosystem to: - Proactively reach the most relevant companies - Manage incoming leads more efficiently - Connect prospects with the right Cardano builders - Support enterprises through onboarding (where BD teams invest the most time) - Deploy a dedicated business task force — Pentad-style — to close deals This treasury cycle will likely fund mostly technical proposals. They are all important — but technology alone will not drive adoption. DReps are working incredibly hard under real pressure, and a budget framework (allocating across tech, business, and admin) would have helped guide decisions. We don't have that this time. So to the ecosystem and to our DReps: please give serious attention to business and adoption-focused proposals. Engage with them, ask questions, push back where needed. Non-technical proposals may seem easier to critique (especially for non developers) — but remember, supporting adoption is not a soft goal. It is a strategic necessity. Funding technology alone increases risk; it doesn't reduce it. I am deeply optimistic that Cardano will become a leader in meaningful, large-scale adoption. It depends on us — this extraordinary community, built on an incredible technical foundation. It is time to take it to the next level. Thank you. P.S. Sorry for the long post — I have plenty more to say about it 🙂
