The continued practice of enforced disappearances in Islamabad remains a matter of grave concern for Baloch students. BSC ISLAMABAD On 30 October 2026, at approximately 11:00 PM, a 15-year-old student, Waqas Baloch, son of Ehsanullah Baloch, was reportedly taken into custody by state personnel from the parking area of Centaurus Mall, Islamabad, and subsequently subjected to enforced disappearance. Waqas is a ninth-grade student enrolled at Star Academy and originally belongs to Dera Ghazi Khan. The disappearance of a minor who had come to pursue his education is not merely an individual case but it raises serious questions about the safety, security, and fundamental rights of Baloch students studying in Islamabad. Due to the lack of educational institutions in their hometowns, Baloch students are compelled to travel hundreds of miles away from their families in search of education and a better future. They leave their homes with dreams of acquiring knowledge, building their lives, and contributing to society. However, instead of receiving protection and opportunities, they are increasingly subjected to harassment, intimidation, profiling, and enforced disappearances. Even the federal capital, which should provide them with security and equal protection under the law, has become a place of fear and uncertainty for many Baloch students. The most disturbing aspect of these cases is that individuals are reportedly taken away without presenting them before any competent legal authority, while their families are left desperately searching for information about their whereabouts. There is neither an effective response to their families’ concerns nor any meaningful assurance regarding their safety. Unlike lawful arrests, where individuals are presented before courts and provided access to legal remedies, victims of enforced disappearance are deprived of these fundamental protections. Their families are forced to endure unbearable psychological suffering, uncertainty, and prolonged anxiety. The case of Waqas Baloch is particularly alarming because he is only 15 years old. A ninth-grade student, whose primary responsibility should be attending school, studying, and preparing for his future, has reportedly become a victim of enforced disappearance. The disappearance of a minor raises serious concerns about the violation of fundamental human rights, the protection of children, and the state’s responsibility to safeguard every individual’s life, liberty, and dignity, regardless of their ethnicity or background. We strongly believe that education must never become a source of fear, and no student should have to choose between pursuing an education and ensuring their personal safety. The continued targeting of Baloch students creates an atmosphere of insecurity and discourages young people from accessing their fundamental right to education. Such practices not only destroy the lives of individuals and their families but also undermine the hopes and future of an entire generation. We therefore urge all conscientious individuals, civil society organizations, journalists, human rights activists, lawyers, and institutions working for the protection of fundamental human rights to raise their voices against this unjustified arrest and enforced disappearance. We demand the immediate and safe recovery of 15-year-old Waqas Baloch, disclosure of his whereabouts, and accountability for those responsible for his disappearance. Saqlain Baloch, a member of the Baloch Students Council Bahawalpur and a B.Ed. student at The Islamia University of Bahawalpur, hailing from Peer Adil, District Dera Ghazi Khan, was allegedly subjected to enforced disappearance on Thursday, 29 October 2026, at approximately 3:00 PM. According to the information received, Saqlain Baloch was forcibly taken from a rickshaw in front of Japan Town, Hasilpur Road, by individuals reportedly belonging to a security agency. Since the incident, his whereabouts have remained unknown, and his family has received no information regarding his location or legal status. Despite repeated visits and appeals to various police stations, his family has neither been provided with any information about his whereabouts nor has an FIR been lodged concerning the incident. The Baloch Students Council Punjab strongly urges the concerned authorities to immediately disclose Saqlain Baloch’s whereabouts, ensure his safe and unharmed recovery, and bring him before a competent court of law, if he is in lawful custody.
