Look at the bottom of the two reports at RTE and The Journal. They're both credited to AFP, which is Agence France Presse which is funded and controlled by the French government.

They then go straight to the top of the social housing list as homeless applicants

‘Permission to remain’ just means you’re not getting refugee status, you’re an illegal immigrant but you can stay. This is the vast majority of those entering the IPAS system.
So, illegal immigrants confirmed to have no legitimate claim to asylum get the same access as citizens
