INVESTIGATION: A D.C. nonprofit received $23.6 million in federal funding over four years despite auditors flagging accounting problems in three of those years. Auditors found serious internal-control weaknesses in 2022 and 2023, including a request for more federal funds without accounting for $200,000 already received.

ILLEGAL VOTING ALLEGED: A longtime Georgia elections data analyst is warning state officials that tens of thousands of potentially illegal ballots could be cast in the coming weeks by people no longer living at their addresses of record, @thecentersquare reports today. Using Georgia’s voter rolls and National Change of Address data, Mark Davis predicts nearly 31,000 residency violations in the upcoming races for governor and U.S. Senate, with a projected 4,200 of them voting from out of state. The rest would be in state but in a different county. @MarkDavisGOP has been working with Georgia's election files for four decades and sits on a state Republican Party elections task force. He isn't talking about illegal votes by non-U.S. citizens, convicted felons, dead people, or people registered at bridges. He's talking about registered voters who move out of their counties, fail to update their registrations as state law requires, but then vote anyway at precincts in their old counties, helping decide congressional seats, sheriffs, school boards, city councils and other races that aren't theirs. 🧵, with story link below ⬇️ /1

A nonprofit operated by a Detroit megachurch pastor recently amended six years of tax filings after The Center Square reported the eye-popping salaries the original filings listed for him. Since 2020, Perfecting Community Development Corporation has reported salaries for Pastor Marvin Winans that more than doubled in that time and exceeded $500,000 last year, according to Internal Revenue Service filings. But a day after The Center Square published its findings about the salaries last week, Winans told his congregation that those federal reports are wrong. Read more: thecentersquare.com/michigan…

California voters approved about $1 billion a year for arts and music in public schools. A lawsuit claims the Los Angeles Unified School District misused $76.7 million of it. Now the state has changed how that money can be spent. The changes are set to take full effect at every school starting in the 2027–28 fiscal year. Read the full story: thecentersquare.com/californ…

TAXPAYER PHILANTHROPY: A Detroit pastor who last year admonished a parishioner for her inadequate church donation of $1,235 was paid a salary of $538,955 that year by a taxpayer-funded nonprofit he leads that is separate from the church, @jstrong712 of The Center Square reports. During a church service, Marvin Winans Sr. — the pastor of Perfecting Church and a Grammy-winning gospel singer — asked congregants to individually approach the front of the sanctuary and present their donations. When one woman, accompanied by a child, presented her $1,000 plus $235 she had obtained elsewhere, Winans responded: "Now that's only $1,200. ... Y'all not listening to what I'm saying," according to video the church had published of the service. Meanwhile, the pastor's salary accounted for about 61% of what the nonprofit spent toward its stated mission of "community development," its recent report to the Internal Revenue Service shows. And his role is a part-time job, @thecentersqare reported. thecentersquare.com/michigan…

Arizona's government agencies can no longer have the final word on what public records to hand over. The state's highest court ruled unanimously that agencies can't unilaterally decide a record stays secret. From now on, courts will independently review those decisions. The case stemmed from a state university withholding records from a professor for years. The school only released them after facing a lawsuit. If you've ever had a records request denied, this ruling could make it harder for agencies to say no. Full story: thecentersquare.com/arizona/…

Control of Senate might hinge on liberal Muslim in Michigan Democratic hopes of taking control of the U.S. Senate in the upcoming midterm elections are heavily dependent on retaining an open seat in Michigan. The race features a charismatic and energetic though controversial liberal Democrat, and also the first Muslim nominated by a major party for the post, against an Old Guard Republican who had blamed President Donald Trump for the U.S. Capitol attack in 2021. thecentersquare.com/michigan…
