This is a bit of a reading comprehension fail, tbh. The entire point is that second and third generation immigrants taking part in the riots have known nothing but education rooted in what it is to be a citizen of the French republic and yet it has been water off a duck's back.

These people are presented as deeply impressive, uniquely serious, but this argument fails basic analysis: as Japan’s population (currently 122m) falls the incentives to have children will change, they won’t simply “become extinct”, you have to be stupid to think that.
