Iran would be foolish to not secure at least some frozen assets upfront in a renewed MOU. Under the previous MOU, Iran was able to play it to their advantage because they have ~60M barrels of oil loaded onto vessels inside the blockade line. When the blockade was lifted, Iran was able to rapidly export these, and that was their greatest advantage in the event it fell apart… which it did. This time around, they have a fraction of that amount loaded onto vessels. Taking Trump “at his word” would be downright insane. As a result, they need to ensure they get some kind of IRREVERSIBLE upfront commitment from the United States. Not “control of the Strait”, the U.S. can return to war. Not “oil sanction waivers”, the U.S. has already shown they will cancel those at a moments notice. Frozen assets are the irreversible benefit.
