Can you tell a "partisan gerrymander" just by looking at a map? Most people think so. But it actually depends what you mean: do you mean election districts that are truly competitive? Districts that are representative of the voters? Districts whose boundaries follow lines on a map, or the communities where people live? These are legitimately hard questions, and there are real tradeoffs. No system is perfect. But the system we have now is purpose-drawn specifically to suppress half or more voters in the state and to permanently suppress their representation - and that cannot stand.
