🤝 Understanding the El Niño outlook and how to prepare better This evening, ICPAC hosted Mr. Volker Oel, Director-General at Germany's Federal Ministry for Economic Cooperation and Development (BMZ), at our offices. We discussed the current El Niño outlook and its potential impacts on the Greater Horn of Africa, from rainfall and food security to livelihoods. A key focus was moving from forecasts to action, ensuring early warnings reach decision-makers and communities in time to prepare rather than just respond.

📊 Better Data. Better Decisions. Stronger Regional Integration. #IGAD Member States have officially adopted the Regional Strategy for the Development of Statistics (RSDS II) 2026–2030, setting a shared direction for more comparable, timely and reliable regional statistics to support evidence-based decisions on integration, resilience and development. Adopted by the IGAD Statistics Committee on 23 September 2026, the Strategy prioritises stronger coordination, improved production and use of statistics, digital and interoperable systems, stronger institutional capacity, and more inclusive data on gender, climate, migration and displacement. A phased, costed action plan will guide implementation, with Member States aligning national statistical priorities and IGAD coordinating progress at the regional level. Stronger statistical systems mean better evidence for policies that respond to the needs of people across the region. Addressing the General Debate of the #HLPF2026, H.E. the Deputy Chairperson, Ambassador Selma Malika Haddadi, stressed that today's challenges require integrated approaches — not just coordination — to implement the 2030 Agenda and #Agenda2063. @DCP_Haddadi emphasized that sustainable development cannot be built on isolated interventions. Progress on water, energy, food security, industrialization, and sustainable cities is deeply interconnected, and requires strong public institutions, coherent national planning, and financing that strengthens national systems, reinforces country ownership, and builds lasting institutional capacity. She further noted that Africa's transformation — driven by its youthful population, vast renewable energy potential, critical minerals, and the African Continental Free Trade Area — is essential to global sustainability. To accelerate delivery, the international community must provide greater access to affordable development finance, scaled-up climate finance, technology transfer, and investment in productive capacity. The time has come to translate our commitments into concrete results with greater urgency, coherence, and impact. Read @ au.int/en/pressrelease/hlpf2… #HLPF2026 #Agenda2063 #SDGs

Great work by @IGAD_CPAC in advancing people-centred early warning communication through the HUSIKA platform. Effective early warning is not just about accurate forecasts, it's about ensuring timely, actionable information reaches those who need it most.
🤝 Building stronger last-mile early warning systems. Since Monday, national stakeholders in Port Sudan have been participating in a four-day #ICPAC-led training on the #HUSIKA Early Warning Platform, enhancing skills in alert creation, dissemination, system administration and localized communication for anticipatory action. Together, we're advancing timely, people-centred early warning that saves lives and livelihoods. #EarlyWarning #AnticipatoryAction #Sudan #EW4All #ClimateResilience #DRR

Regional public goods are widely recognized as essential to regional integration and sustainable development. The more pressing question is how we collectively finance them before future challenges demand a far more costly response. From climate resilience and public health to cross-border infrastructure, trade, and regional peace and security, many of Africa's most significant development challenges transcend national borders. Addressing them effectively requires cooperation, shared responsibility, and sustained investment. Yet financing for regional public goods continues to fall short of their strategic importance. This reflects a practical policy challenge rather than a lack of commitment. Governments must balance pressing national priorities with longer-term regional objectives, while the benefits of regional investments often extend beyond national boundaries and materialize over time. This is particularly evident in investments such as: ✔️Cross-border infrastructure and trade facilitation. ✔️Climate information, early warning, and disaster preparedness systems. ✔️Regional disease surveillance and public health preparedness. ✔️Peace and security cooperation. As Africa advances its regional integration agenda, the conversation is shifting from why regional public goods matter to how they can be financed sustainably. This calls for: ✔️ More predictable regional financing mechanisms. ✔️ Stronger shared investment frameworks among Member States and regional institutions. ✔️ Innovative financing models that incentivize collective action. ✔️ Better measurement of the long-term economic, social, and resilience benefits of regional investments. Sustainable financing for regional public goods is more than a funding issue it is an investment in resilience, shared prosperity, and Africa's long-term economic transformation. How can governments, regional institutions, development partners, and the private sector work together to build financing models that better support regional public goods and our shared future? #RegionalIntegration #RegionalPublicGoods #SustainableFinance #DevelopmentFinance #AfricaDevelopment #RegionalCooperation #EconomicTransformation #SharedProsperity

From Agreements to Action: Why Institutional Confidence Will Shape the Future of Regional Integration. Regional integration is often discussed in terms of #policies, #protocols, and #institutions. Yet behind every successful regional initiative lies a less visible, but equally essential, foundation: institutional confidence. Throughout my experience working with regional institutions, Member States, development partners, and technical experts, I have come to appreciate that agreements alone do not drive #integration. They establish the framework, but it is mutual confidence that enables sustained collaboration and #collaboration is what transforms commitments into meaningful results. Where institutional confidence exists, organizations are more willing to align priorities, exchange knowledge and data, coordinate responses to shared challenges, and build partnerships that translate regional commitments into tangible #outcomes. These are not merely technical processes; they reflect a shared sense of purpose, credibility, and commitment to advancing common regional objectives. Conversely, where confidence is limited, collaboration becomes fragmented, information sharing is constrained, coordination slows, and even the most robust regional frameworks struggle to achieve their intended impact. As Africa advances its regional integration agenda, strengthening institutional confidence should be viewed as a strategic enabler of implementation rather than simply an aspirational value. It creates the conditions for effective partnerships, encourages innovation, strengthens accountability, and enables collective action across borders. Ultimately, regional integration will be measured not only by the agreements we conclude, but by the strength of the partnerships we cultivate to implement them. Strong institutions remain indispensable, but institutions that work together with confidence, credibility, and a shared commitment to delivery will shape the future of Africa's integration journey. The next chapter of regional integration will depend on our ability to deepen institutional confidence, foster purposeful collaboration, and translate shared aspirations into lasting development outcomes. #Regionalintegration #Regionalgrowth #Data #Regionalcollaboration #Governanceframeworks

Last week, I had the privilege of engaging with representatives from the seven IGAD Member States, alongside colleagues from the @IGADsecretariat , @AfDB_Group (AfDB), @WorldBankGroup , and East African Community (EAC) Secretariat during the Regional Validation Workshop on the Draft IGAD Informal Cross-Border Trade (#ICBT) Statistics Guidelines in Nairobi. The representation of institutions from Member States responsible for generating, managing, and using cross-border trade #data reflected close alignment between regional initiatives and national institutional #frameworks and systems, demonstrating a common commitment to strengthening trade #statistics, improving data-driven policymaking, and advancing regional economic integration. Informal cross-border trade remains a critical driver of #livelihoods, food security, resilience, and economic activity across the Horn of Africa. Yet much of it remains underreported or unrecorded, limiting our ability to fully understand and support #regional economies. The validation of the IGAD ICBT Statistics Guidelines marks an important milestone toward harmonized, reliable, and comparable trade statistics across the region. As Africa advances the implementation of the #AfCFTA, stronger data systems will be essential for informing #policy, facilitating trade, and unlocking new opportunities for growth and #integration. What We Achieved; ✅ Validated the draft IGAD Informal Cross-Border Trade Statistics Guidelines. ✅ Reached consensus on key methodological, institutional, and quality assurance approaches for ICBT data collection and reporting across Member States. ✅ Strengthened collaboration among National Statistical Offices, Central Banks, Customs Authorities, and development partners. ✅ Agreed on a roadmap toward the finalization, endorsement, and implementation of the regional framework. What Comes Next; ➡️ Finalize and endorse the Guidelines. ➡️ Establish Member State baselines through the ICBT Assessment Framework. ➡️ Strengthen national capacities for data collection, analysis, and dissemination. ➡️ Mobilize resources and partnerships to support sustainable implementation. ➡️ Advance the use of harmonized trade statistics to support regional integration and AfCFTA implementation. The momentum generated last week demonstrates what is possible when countries work together around a shared vision. By strengthening the evidence base for informal cross-border trade, we are not only improving statistics we are laying stronger foundations for regional integration, economic resilience, and shared prosperity across Africa. Africa's future will be shaped not only by the trade that crosses our borders, but by our ability to understand, measure, and leverage it for shared prosperity. The work continues. #AfCFTA #RegionalIntegration #DataForDevelopment #TradeStatistics #CrossBorderTrade #EvidenceBasedPolicy #EconomicDevelopment #RegionalCooperation #TradeFacilitation #HornOfAfrica
