Driver Kevin Jette passed an unmarked car he thought was driving aggressively and flipped it off. It was Spina, who then pulled him over. What followed was a several-minute profanity-laced rant. Spina ordered Jette out, briefly handcuffed him after seeing marijuana (Jette said he had a medical card), searched a bag, stomped an ashtray, and unloaded: “Who the fuck do you think you are worrying about what I’m doing?” “You came to the right guy.” “How the fuck am I gonna catch a speeder if I’m not speeding?” “I’ve got 14 months.
