Disability Rights California (DRC) and the Law Office of Aaron J. Fischer have issued a findings letter identifying significant deficiencies in Butte County’s treatment of incarcerated people with disabilities. The letter concludes that the County fails to provide adequate care and meaningful access to programs and services at the Jail and upon release to the community, in violation of anti-discrimination laws and other constitutional and legal requirements. You may learn more about the investigation, our findings, and Butte county's response at the full press release at the link: disabilityrightsca.org/press… DRC opened its investigation in 2025 after receiving complaints about Jail conditions, services, and inadequate coordination with behavioral health care. DRC found that many people with behavioral health needs were instead held in highly restrictive and dangerous isolation settings, worsening existing conditions and heightening the risk of suicide and self-harm. The County has stated that it plans to expand Medication Assisted Treatment (MAT) services at the Jail. We will continue to monitor the County’s Substance Use Disorder (SUD)-related services and programs, including implementation of the County’s MAT expansion. #DisabilityRightsCA #ButteCounty #Investigation #SubstanceUseTreatment #MentalHealthTreatment

The statewide general election on November 3 is less than a month away. Today is the deadline for county elections officials to begin mailing ballots to active registered voters! If your voter registration is active, you should expect to receive your ballot soon. If you are not registered to vote, there is still time to register and to receive your ballot by mail. A great way to track your ballot is by using California’s free BallotTrax service. You can sign up at WheresMyBallot.sos.ca.gov. This service tells you when your ballot is mailed to you, when it is received by your elections officials, and when it is counted. You can get notices by text message, email, and/or phone call. If you have questions or are having difficulty voting because of a disability, DRC’s voting hotline is open year-round on weekdays during business hours (9:00 a.m.-5:00 p.m.) (and longer hours on Election Day). Call us at (888) 569-7955. We will continue to share voting resources on DRC social media as Election Day gets closer! #DisabilityRightsCA #Voting #MidtermElection #VoteByMail #VoterRegistration #VotingHotline #ElectionDay #November . . Anahi Espiritu and Ken Datugan from our Advocacy and Community Engagement team shared some insight into the Deaf community and emphasized the importance of name signs. DRC staff joined advocates throughout the state, disability leaders from independent living centers, elected officials, and other supporters at this dynamic conference to engage on issues impacting disabled people in California. We feel great gratitude to have joined the third annual California Government & Disability Summit held in Ventura, CA. This year's theme at the summit was, "Access That Moves Us" and the topics focused on healthcare, transportation, emergency preparedness and other topics aimed at addressing barriers to essential services and supporting independent living and more accessible communities. A number of our DRC staff had the opportunity to lead conversations about critical disability issues at the resource fair and during dedicated seminars. We are so happy to have participated in this essential summit surrounded by a focused community and team of advocates who are willing to collaborate and uplift key solutions to improve inclusivity and accessibility for all Californians with disabilities. #DisabilityRightsCA #CaliforniaGovernmentAndDisabilitySummit #Ventura #Advocacy @AndyDRC @emony21 . .
