So from what I'm getting, original PVE idea is scrapped, talent trees and long term progression is scrapped, and the only thing that we're getting with regards to pve are essentially archive style missions every once in a while? Epic from blizzard. What happened for 3.5~ years?

Tanks buffed like crazy while supports still struggling and Ana getting a survivability nerf is wild. Every character has a screen shake bug, kiriko still has tp bug where she can’t tp to crouched targets or flying dva. This patch is a disaster.
